RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with Orange County Asian and Pacific Islander Community Alliance, Inc. for provision of Outreach and Engagement Services for the period July 1, 2017, through June 30, 2019, for a total maximum obligation of $1,812,696.

 

2.

Approve the Agreement with Orange County Child Abuse Prevention Center, Inc. dba Child Abuse Prevention Center, Inc. for provision of Outreach and Engagement Services for the period July 1, 2017, through June 30, 2019, for a total maximum obligation of $1,812,696.

 

3.

Approve the Agreement with Western Youth Services for provision of Outreach and Engagement Services for the period July 1, 2017, through June 30, 2019, for a total maximum obligation of $1,812,696.

 

4.

Authorize the Health Care Agency Director, or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreements as referenced in the Recommended Actions above, for the entire term and within the scope of work set forth in the Agreements, pursuant to Contract Policy Manual Section 3.3-113.

 

5.

Authorize the Health Care Agency Director, or designee, to execute the Agreements as referenced in the Recommended Actions above.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreements with Orange County Asian and Pacific Islander Community Alliance, Inc., Orange County Child Abuse Prevention Center, Inc. dba Child Abuse Prevention Center, Inc. and Western Youth Services for provision of Outreach and Engagement Services which are designed to reach people of all ages, throughout the County, who are at risk of developing a behavioral health disorder.

 

 

 

 

BACKGROUND INFORMATION:

 

On August 25, 2015 the Board approved the Agreements for provision of Outreach and Engagement (O&E) Services for the period of October 1, 2015, through June 30, 2017.  These services were procured by a Request for Proposals released on February 5, 2015. The current O&E Agreements will end June 30, 2017, and the proposed Agreements will allow services to continue through June 30, 2019.  The proposed Agreements will have a combined total maximum obligation of $5,438,088, and maintains level funding.     

 

The O&E services are designed to reach people of all ages, throughout the County, who are at risk of developing or who are displaying early signs of a behavioral health condition.  Services include: outreach, education, assessment, crisis management coordination, case management, short-term interventions, life skills classes, support groups, and transportation support.  The goal of these services is to prevent the development of behavioral health conditions and to intervene early when symptoms first appear.  This is achieved by engaging individuals and families in interventions aimed at reducing risk factors or stressors, building protective factors and skills, and increasing support through linkages to appropriate community resources.  Program staff provide services to individuals and families unlikely to seek out services themselves, in a variety of settings such as private residences, worship centers, parks, schools, community centers, and other areas that these individuals may frequent.

 

O&E services use a regional approach that delineates the County into three distinct geographical regions, including north, central and south Orange County.  Orange County Asian and Pacific Islander Community Alliance, Inc. (OCAPICA) provides services in the northern region, Child Abuse Prevention Center, Inc. (CAPC) provides services in the central region and Western Youth Services (WYS) provides services in the southern region of Orange County.

 

The units of service include outreach contacts, events and engagement activities such as educational and skills building workshops and presentations; support groups; short-term individual and group interventions; referrals and linkage to needed services.  All providers either met or exceeded the units of services for FY 2015-16 and units for current fiscal year are also anticipated to either meet or exceed contractual obligations.

 

Program outcomes include: 1) increase in participants’ well-being and quality of life; 2) increase in behavioral health competencies such as readiness for change and ability to access resources and seek help; and, 3) decrease in behavioral health symptoms. Changes in these measures are collected over time with pre and post surveys. FY 2015-16 outcomes data indicate that participants demonstrated statistically significant improvements in all three of these areas.  In addition, the goal for 30 percent of referrals resulting in linkages to supportive services was met.  

 

The contract with CAPC does not include subcontractors or pass through to other providers. See Attachment E for contract summary.  The contracts with OCAPICA and WYS include subcontractors or pass through to other providers.  See Attachments D and F, respectively, for contract summaries.  

 

The Health Care Agency (HCA) requests that the Board authorize the HCA Director or designee, to exercise a contingency contract cost increase of 10% of the Period One funding for the Agreements over the entire term and within the scope of work set forth in the Agreements, pursuant to Contract Policy Manual Section 3.3-113.  The contingency provision would be exercised in the event there is an increase in the projected services needed for the clients being served.

 

HCA requests that the Board approve the Agreements with OCAPICA, CAPC, and WYS as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, the Agreements contain language that allows the Health Care Agency to give a 30-day notice to either terminate or renegotiate the level of services to be provided.  The notice will allow the Health Care Agency adequate time to transition or terminate services to clients, if necessary.
