RECOMMENDED ACTION(S):

 

 

1.

Approve the Agreement with Goodwill Industries of Orange County for the provision of Adult Supported Employment Services for the period July 1, 2017, through June 30, 2019, for a total maximum obligation of $2,742,524.

 

2.

Authorize the Health Care Agency Director, or designee, to exercise a contingency contract cost increase in an amount not to exceed 10% of Period One funding for the Agreement as referenced in the Recommended Action above, for the entire term and within the scope of work set forth in the Agreement, in accordance with section 3.3-113 of the County Contract Policy Manual.

 

3.

Authorize the Health Care Agency Director, or designee, to execute the Agreement, as referred in the Recommended Action above.

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the Agreement with Goodwill Industries of Orange County for provision of Adult Supported Employment Services for seriously and persistently mentally ill individuals who require job assistance to obtain competitive or volunteer employment.

 

 

 

 

 

BACKGROUND INFORMATION:

 

On May 20, 2014, the Board approved the Agreement with Goodwill Industries of Orange County (Goodwill) for provision of Adult Supported Employment Services for North and South Orange County for the period of July 1, 2014, through June 30, 2017.  On May 24, 2016, the Board approved the First Amendment to the Agreement with Goodwill to increase funding for FY 2016-17. The current Agreement will end June 30, 2017, and the proposed Agreement will allow services to continue through June 30, 2019.  The proposed Agreement has an annual maximum obligation of $1,371,262 for FY 2017-18 and FY 2018-19, with a total maximum obligation of $2,742,524.  The performance of the provider under the current Agreement is satisfactory.

 

Supported Employment Services are provided to seriously and persistently mentally ill Orange County adults, 18 years of age and older, including those with co-occurring substance abuse disorders, and who require assistance to obtain competitive or volunteer employment.  Services are provided by an Employment Team consisting of experienced Employment Specialists and Peer Support Specialists who are individuals with lived experience with behavioral health and substance use challenges.  The Peer Support Specialists will work closely with Employment Specialists and will use techniques with participants such as role modeling, field mentoring, mutual support, and others that foster independence.  Supported Employment services include vocational and educational training in job search methods, resume writing, interview techniques, dressing for success, time management, and interpersonal communications.  Additionally, job preparation and placement, supportive services, and on-the-job support are provided to assist participants in obtaining and maintaining employment.

 

The North County program in Santa Ana will serve a minimum of 175 clients on an annual basis, and the South County program in Mission Viejo will increase its program capacity from serving a minimum of 70 clients to now serving a minimum of 100 clients annually.  Caseloads were increased in the South County program based on actual enrollments in FY 2015-16, as well as the current fiscal year.  Administrative Assistant staff time has been increased for the South County program, within the existing budget, from 0.50 FTE to 0.75 FTE, to assist with increased administrative functions associated with the higher caseload proposed for the program. 

 

The Performance Outcomes for the Supported Employment Program are identified below.

This Agreement does not have subcontracts or pass through to other providers.  See Attachment C for Contract Summary Form.

 

HCA requests that the Board authorize the HCA Director or designee, to amend, as needed, the maximum obligation of the proposed Agreement by an amount not to exceed 10% of the Period One funding over the entire term of the Agreement and within the scope of work set forth in the Agreement.  The contingency provision would be exercised in the event of an unanticipated increase in the need for services within the scope of work of the proposed Agreement.

 

The Health Care Agency requests that the Board approve the Agreement with Goodwill Industries of Orange County as referenced in the Recommended Actions.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Agreement will be included in the budgeting process for future years.

 

Should services need to be reduced or terminated due to lack of funding, this Agreement contains language that allows Health Care Agency to give a 30-day notice to either terminate or renegotiate the level of services to be provided.  The notice will allow Health Care Agency adequate time to transition or terminate services to clients, if necessary.
