RECOMMENDED ACTION(S):

 

 

1.

Approve and authorize the Social Services Agency Director, or designee, to execute non-financial Memorandum of Understanding between the Social Services Agency and Brandman University, for the Provision of Undergraduate Fieldwork Experience, effective July 1, 2017, through June 30, 2020.

 

2.

Approve and authorize the Social Services Agency Director, or designee, to execute non-financial Memorandum of Understanding between the Social Services Agency and The Trustees of the California State University on behalf of California State University, Fullerton, for the Provision of Undergraduate and Graduate Fieldwork Experience, effective July 1, 2017, through June 30, 2020.

SUMMARY:

 

Approval of non-financial Memoranda of Understanding with the universities specified in the Recommended Actions above for the Provision of Undergraduate or Graduate Fieldwork Experience will allow the Social Services Agency to offer social work students an opportunity to earn fieldwork experience in a public government setting and potentially employ these students upon graduation.

 

 

 

BACKGROUND INFORMATION:

 

The Social Services Agency (SSA) is requesting the Orange County Board of Supervisors’ (Board) approval of the seven non-financial Memoranda of Understanding (MOUs) to provide fieldwork experience to students enrolled in social work programs specified in the Recommended Actions above.  The universities and SSA are interested in offering undergraduate and graduate students the opportunity to earn fieldwork experience in a public government setting.

 

SSA has worked in partnership with many universities over the past 20 years and values the relationships it has developed and the support received by the students.  This fieldwork experience program is open to universities that have a social work program and are able to comply with SSA's program requirements.  The proposed MOUs are in addition to two other MOUs that SSA currently has with California State University, Dominguez Hills and University of Southern California.  The services provided by the students through these MOUs help to support the services provided by SSA.

 

During Fiscal Year (FY) 2015-16, the Children and Family Services (CFS) and Adult Services and Assistance Programs (ASAP) divisions of SSA provided 35 students with a total of approximately 19,000 hours of fieldwork experience.  Students are assigned to CFS or ASAP programs to supplement child welfare/adult protective services by assisting social work staff in a variety of assignments.  Select students also participate in administrative and/or research projects.  SSA’s fieldwork experience program provides an opportunity for staff to contribute to the professional development of social work students planning to enter into a career in public child welfare or adult protective services.

 

SSA has partnered with five of the seven universities listed in this Agenda Staff Report (ASR) at various times in the past.  On June 17, 2014, the Board approved MOUs with Alliant International University, Azusa Pacific University and California State Universities (Fullerton, Long Beach, Northridge, San Bernardino and San Diego).  The term of these MOUs was for the period of July 1, 2014, through June 30, 2017.  On March 22, 2016, the Board approved MOUs with California State University, Dominguez Hills and University of Southern California.  The term of these MOUs was for the period of July 1, 2016, through June 30, 2020.  California State University, Los Angeles and Brandman University have not had an MOU with Orange County SSA in the past; however both initiated contact with SSA to put an MOU in place for students to attain an internship with SSA.  Alliant International University, California State University Northridge and the University of California Los Angeles are not moving forward with MOUs at this time; however, SSA will continue discussions with these educational institutions about future partnerships.

 

Students will provide social welfare services and case-related services under the supervision of a SSA Field Supervisor and within the scope of the fieldwork experience program assignment. Individuals receiving child welfare services/adult protective services/case-related services by students pursuant to this non-financial MOU may include current SSA clients as well as other individuals connected to a SSA program.  Students earning the required fieldwork experience at SSA will be subject to the policies and procedures outlined in the County of Orange "Standards for Utilization of Volunteers" and "Volunteer Safety Handbook."  Additionally, all students must undergo criminal background checks.  

 

All universities require mutual indemnification and some universities are self-insured.  Variations to the County's standard insurance requirements have been reviewed and deemed acceptable by CEO Office of Risk Management.

 

SSA reevaluated and determined the agreement is not a Sole Source agreement as indicated in the prior ASR because multiple universities can partner with SSA to provide fieldwork experience to students enrolled in social work programs. 

 

 

 

FINANCIAL IMPACT:

 

Contingency of Funds

The MOUs in this Agenda Staff Report are non-financial MOUs that involve the utilization of County resources, for which funding, or portions of the funding, may be contingent upon the State budget; receipt of funds from and/or obligation of funds by, the Federal government to the State and from the State to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County's Board of Supervisors for each fiscal year covered by these non-financial MOUs.  If such approval, funding, or appropriations are not forthcoming, or are otherwise limited, the non-financial MOUs in this agenda item contain language which permits the Social Services Agency to immediately terminate, reduce, or modify the non-financial MOUs without penalty.
