SUMMARY:
Approval of the Cooperative Agreement with the Orange County Fire Authority will enable use of OCFA hand crew services and equipment to support fuel reduction and maintenance work in OC Community Resources/OC Parks facilities.
BACKGROUND INFORMATION:
The Orange County Fire Authority (OCFA) employs specialized crews of workers to perform hazardous fuel reduction and associated work, such as road and trail repair and maintenance, habitat restoration and storm preparation and recovery. Because much of the work is done in sensitive habitat areas that are difficult to access, the crews mostly perform their work manually, with only limited use of mechanized equipment when practical, and are referred to as “hand crews.”
OC Community Resources/OC Parks (OC Parks) benefits from the use of these hand crews because of the unique skills they bring to areas of OC Parks-managed land where work, such as fuel reduction and trail repair, is very challenging due to topography or the surrounding environment/habitat. The work conducted by OCFA supplements the hand crew services provided to OC Parks by the Orange County Conservation Corps and the California Conservation Corps.
A Cooperative Agreement (Agreement) with OCFA has been prepared to enable OC Parks to utilize the crews on an as-needed basis, as projects or joint-training opportunities are identified. The Agreement complements the hazardous fuel reduction and mitigation plan Memorandum of Understanding between the County and OCFA approved by the Board on March 11, 2014, along with the initial OCFA hand crew Cooperative Agreement. This proposed Agreement is for the period commencing March 27, 2018, through March 26, 2019, renewable for four one-year periods, in an amount not-to-exceed $200,000 per year. The Agreement also includes a clause that authorizes the Director of OC Parks to exercise the renewal options subject to prior satisfactory performance and without any changes to the terms and conditions of the Agreement.
This contract does not include subcontractors or pass through to other providers. See Attachment B for Contract Summary Form.
Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301 because it involves the continued maintenance of existing County facilities with negligible or no expansion of an existing use.
FINANCIAL IMPACT:
Appropriations for this agreement are included in the FY 2017-18 Budget and will be included in the budgeting process for future fiscal years.
