RECOMMENDED ACTION(S):

 

Ratify and authorize the County Purchasing Agent or his authorized Deputy to execute Amendment Six to Agreement MA-060-11011620 with Randstad North America L.P. dba Randstad Technologies, L.P. for information technology services, revising the rates for an Information Systems Technician effective 2/1/12, extending the current term of the agreement by 12 months commencing on 4/8/13 through 4/7/14, and increasing the amount by $1,100,000.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests authorization for the Purchasing Agent to extend the sole source agreement for information technology services with Randstad North America L.P. dba Randstad Technologies L.P. for 12 months, increase the contract amount by $1,100,000 for a new amount not to exceed $3,289,816 for the period ending 4/7/14, and revise the rates for an Information Systems Technician effective 2/1/12.

 

 

 

BACKGROUND INFORMATION:

 

The agreement with Randstad Technologies (previously Sapphire Technologies) provides information technology personnel services, including high level technical staffing to augment Department staff for Department-wide hardware and software support in the following areas: Desktop Support, Mobile Data Computer (MDC) Support, Network Support, and Web Development. The Sheriff's Department has been utilizing Randstad Technologies for this specialized technical staffing for several years.

 

Randstad Technologies developed and refined applications that are unique to the Department. For example, Randstad Technologies developed and programmed web applications such as the graffiti tracking system (TAGRS), Immigration and Customs Enforcement (ICE), Deputy Training Tracking and Crime Statistical reporting. Randstad personnel developed Internet web applications on the Sheriff-Coroner's public website such as Who's In Jail, Arrest Log, Arrest Warrants, Sheriff's Blotter, and Crime Stats. They currently support these applications with upgrades, enhancements and troubleshooting. Randstad Technologies also designed and configured the Sheriff-Coroner's Wide Area Network (WAN) and Local Area Network (LAN) and has demonstrated expertise in supporting these networks. Randstad Technologies also developed expertise in Mobile Data Computer applications running on patrol vehicle laptops including NetMotion Wireless, GST Mapper, Vision Mobile, ELETE, and Microsoft Enterprise Applications. Most of these systems are essential and can't be shut down for any period of time. A lapse in service would have severe consequences, including a high chance of system failure.

 

The agreement was originally approved by the Board on 4/7/09 for a one-year period, 4/8/09 through 4/7/10, renewable for two additional one-year periods in the amount of $1,583,000 per year. Amendments One through Five to the agreement are described below:

Amendment One, approved on 3/30/10, renewed the agreement for the second period, 4/8/10 through 4/7/11, in the reduced amount of $1,300,000, an 18% reduction that was accomplished pursuant to the Department's efforts to reduce contract costs.

Amendment Two, approved on 3/22/11, renewed the agreement for the third and final year, 4/8/11/ through 4/7/12, in the amount of $1,094,184, a 15.8% reduction.

Amendment Three, approved on 11/10/11, approved the contractor's name change from Sapphire Technologies to Randstad Technologies.

Amendment Four, approved on 4/3/12, extended the expiration date of the third year of the contract by six months, for a new expiration date of 10/7/12, and increased the monetary limit by $547,816 for a new amount of $1,642,000 for the period of 4/8/11 through 10/7/12.

Amendment Five, approved on 9/25/12, extended the expiration date for another six-month period, until 4/7/13 and increased the monetary limit by $547,816 for a new amount of $2,189,816 for the period of 4/8/11 through 4/7/13.

 

Proposed Amendment Six will extend the expiration date for an additional 12 months, until 4/7/14.  An additional $1,100,000 is requested to allow for the continued provision of service during the extension period. The extension is requested because additional time is needed to evaluate options for provision of these services. 

 

Amendment Six will also revise Attachment B - Pricing in order to increase the straight time and overtime rates for an Information Systems Technician.  The rate increase was implemented on 2/1/12; however, an amendment to the agreement reflecting the revised Attachment B was not executed at that time.  Therefore, it is now requested that the Board ratify the rate increase as of 2/1/12.  It should be noted that, despite the rate increase, the maximum annual not-to-exceed amount remains less than the annual monetary limit of the agreement when first approved.

 

 

 

FINANCIAL IMPACT:

 

Funding for this amendment is included in the FY 2012-13 budget for Budget Control 060, Sheriff-Coroner.
