RECOMMENDED ACTION(S):

 

 

1.

Find that the projects listed below are categorically exempt from the California Environmental Quality Act (CEQA), Class 1, (Existing Facilities) pursuant to CEQA Guidelines, Section 15301.

 

2.

Approve Plans and Specifications for the OC Data Center New Emergency Generator and Cooling Plant Refresh Project (289-017-289-P640-4200). 

 

3.

Authorize the OC Public Works Director or designee to sign the Plans and Specifications for the County of Orange.

 

4.

Authorize the Clerk of the Board to advertise the OC Data Center New Emergency Generator and Cooling Plant Refresh Project for bids and set 2:00 p.m., Wednesday, April 15, 2015, as the time and date for bid opening.

 

 

 

 

 

SUMMARY:

 

Approval of the Plans and Specifications and authorization for the Clerk of the Board to advertise the OC Data Center New Emergency Generator and Cooling Plant Refresh Project for bidding will ensure the OC Data Center will have reliable and adequate infrastructure to support the existing and future growth plans for the critical computing equipment and systems at the OC Data Center and the County Operations Center, which includes the Registrar of Voters.

 

 

 

BACKGROUND INFORMATION:

 

On September 16, 2014, the Board approved an agreement with Jacobs Engineering Group, Inc. to prepare plans, specifications, and provide estimates for the OC Data Center New Emergency Generator and Cooling Plant Refresh Project. 

 

Emergency generator power is a critical component to ensure availability of the essential computing equipment and systems at the campus consisting of the OC Data Center (Data Center) and the County Operations Center (COC), including Registrar of Voters (ROV), during utility power outages. The existing single generator at the campus was installed in 1991 and power demands have increased during the last 23 years.

 

Currently, the existing generator is expected to operate at near maximum capacity to sustain the power load at the Data Center during a power outage affecting only the Data Center. The existing generator would be unable to power both the Data Center and COC for a power outage affecting the entire campus. Automated equipment ensures that the Data Center has priority over the COC. Recognizing this condition, the ROV rents a backup generator during election periods.

 

Based on the current condition and capacity of the existing generator, it is recommended that a new 2,500 Kilowatt generator be added to the Data Center. The existing generator and new generator will provide an increase in generator capacity to ensure high availability of Data Center assets and sustain the Data Center and COC campus needs for at least the next 15 years. 

 

Reliable mechanical cooling is critical to sustaining the Data Center computing equipment. If the cooling capacity is disrupted, or cannot be sustained, a majority of County of Orange critical computing assets and systems would be adversely impacted for a significant period of time.

 

The Data Center cooling system is currently challenged by limited capacity and a majority of the equipment installed in 1991 is at the end of its service life. On April 17, 2012, the Board approved an emergency initiative to support additional cooling capacity with rental equipment as a temporary measure to sustain the Data Center cooling demand during the warm summer months.

 

To support the existing and projected future cooling demands, coupled with the need to refresh the aging infrastructure, the plan is to add 40 percent more cooling capacity to the Data Center and to replace end-of-life equipment. The new cooling equipment will increase cooling reliability and operate more efficiently.  

 

A new backup generator and cooling plant refresh at the Data Center will also support the consolidation of data equipment of multiple County agencies into the Data Center. Through this effort, the County will reduce or downsize individual agency data centers. The estimated construction costs for this project are $5,146,007.

 

Compliance with CEQA: The proposed project is Categorically Exempt (Class 1) from the provisions of the California Environmental Quality Act pursuant to Section 15301, because it is equipment upgrades in an existing public facility.
