RECOMMENDED ACTION(S)

 

1.  Find that the use of the County-owned vehicles in the race serves a public purpose of

     Orange County due to the fact that the race enhances communication and cooperation

     among law enforcement agencies, and serves as a major recruitment event for the Probation

     Department.

 

2.  Authorize the Probation Department to use two County-owned vehicles to accompany the

     Department’s two relay teams participating in the 2006 Baker to Vegas Challenge Cup Relay

     Race, to be held March 31 through April 3, 2006.

 

 

SUMMARY:

 

The Probation Department requests authorization to use two County-owned vehicles to accompany the Department’s relay teams participating in the 2006 Baker to Vegas Challenge Cup Relay Race, to be held March 31 through April 3, 2006.  All fuel for this activity will be paid for by the employees at their own expense and no County fuel will be used.

 

BACKGROUND INFORMATION:

 

The Baker to Vegas Relay Race, a 120-mile foot race from Baker, California to Las Vegas, Nevada, began in 1985 and is the largest and most unique law enforcement race in the world. The race is broken up into twenty relays which vary in length from 3.7 to 7.3 miles.  The purpose of the highly competitive event is to promote camaraderie, physical fitness, pride and teamwork in law enforcement personnel.   Over two hundred teams from the United States and other countries will compete in this year’s race.

 

The Probation Department will enter two teams in the race, which will compete in the Open and women’s categories.  Each team of 24 runners and 12 support personnel is accompanied by an emergency equipped follow-up vehicle, which is required by the California Highway Patrol and the Nevada Highway Patrol.  Participation in the race and the publicity surrounding it enhances communication and cooperation among the Probation Department and other law enforcement agencies throughout the United States.  The race also serves as a major recruitment event for the Department.

 

Approximately 150 members of the Probation Department will volunteer their time to participate in this event. The two 12-passenger vans will be driven by Department employees volunteering their time.  The only cost to the County related to the use of the vans for this race will be adding approximately 500 miles to the vehicle.  Fuel will be paid for by employees.

 

Probation Department consulted with CEO/Risk Management for any potential liability exposures related to the department's use of the vehicles.  The County's self-insurance program covers the vehicles while they are being driven by authorized County employees in the course of the race, but not for after-race activities.  In addition, the employees are not covered under Workers' Compensation as they are voluntarily participating in this race on their own time.

 

The Probation Department requests that your Honorable Board authorize the use of County-owned vans for the 2006 Baker to Vegas Relay Race, as referenced in the Recommended Action.
