RECOMMENDED ACTION(S)
Authorize the Purchasing Agent or designee to issue Contract N1000007317 with Conrad & Associates, L.L.P., for the period of March 8, 2006 through March 7, 2009, in an amount not to exceed $304,216.
SUMMARY:
The Health Care Agency requests approval of a contract with Conrad & Associates, L.L.P., to conduct audits of contracted programs.
BACKGROUND INFORMATION:
The Health Care Agency (HCA) currently contracts with providers, referred to in Federal grants as sub-recipients, for substance abuse and other services. Federal regulations require each sub-recipient receiving $500,000 or more in Federal funds to have its financial statements be reviewed annually in accordance with Federal guidelines. California Department of Alcohol and Drug Programs (ADP) allows counties to contract with a certified public accounting firm to perform individual audits on the sub-recipients to satisfy the Federal regulations.
On August 13, 2005, HCA solicited an Invitation for Bids (IFB) from vendors registered with the County to provide auditing services. Two (2) responses were received as outlined on the attached bid recap spreadsheet. Conrad & Associates, L.L.P., was selected and the annual costs provided by Conrad & Associates, L.L.P., are as follows:

The contract contains language which permits reduction or termination of services immediately and without penalty if approved funding or appropriations are not forthcoming.
The Health Care Agency requests approval of a contract with Conrad & Associates, L.L.P., for auditing services as referenced in the Recommended Action.
FINANCIAL IMPACT:
This Contract is included in the Health Care Agency’s FY 2005-2006 Current Budget and will be included in the budgeting processes for FY 2006-07 and 2007-2008.
