SUMMARY:
Government Code Section 65400(b) mandates that all cities and counties provide an annual report to the State on the implementation of the general plan and progress toward meeting the Regional Housing Needs Assessment (RHNA). Following approval by your Board, the Orange County General Plan Annual Progress Report for the Year 2004 will be submitted to the Department of Housing and Community Development (HCD) and the State Clearinghouse and Planning Unit of the Office of Planning and Research (OPR).
BACKGROUND INFORMATION:
The Orange County General Plan Annual Progress Report for Year 2004 contains an update on the General Plan Modernization Project that was initiated in the year 2000. The Modernization Project was completed in three phases: 1) technical revisions to text and tables, 2) technical refinements to include recent State legislation and regulatory policies, and 3) a comprehensive re-evaluation of General Plan goals, policies and objectives due to annexation and incorporations. The final phase of the Modernization Project was completed in September 2005.
The Progress Report also provides information on the County’s progress toward meeting its Regional Housing Needs Assessment (RHNA) objective to provide housing at all income levels.
On January 25, 2006, the Orange County Planning Commission considered this item and voted to recommend approval by your Board of the Orange County General Plan Annual Progress Report for Year 2004. Following approval by your Board and authorization to submit the Progress Report, it will be submitted to the State Department of Housing and Community Development (HCD) and the State Clearinghouse and Planning Unit of the Office of Planning and Research (OPR).
