RECOMMENDED ACTION(S)

 

 

1.

Find that the proposed project and recommended actions are categorically exempt (Class 4) as determined by the City of Costa Mesa (acting as lead agency for project) in their Notice of Exemption approved and filed on January 30, 2006.

 

2.

Adopt attached resolution which:

 

a.   Approves and authorizes the Chairman to execute Agreement No. D06-008 with the City

      of Costa Mesa.

 

b.   Directs the Auditor/Controller to increase the appropriation in the Road Fund by

      $1 million in Account 115-115-5640-3100.00 for this project.

 

 

 

SUMMARY:

 

Approve Agreement No. D06-008 with the City of Costa Mesa to fund a $1 million portion of highway and street improvements generally between Anton Ave., Bristol St., Sunflower Ave. and Avenue of the Arts.

 

 

BACKGROUND INFORMATION:

 

The City of Costa Mesa (City) developed a $3 million program of highway and street improvements for the area generally bounded by Anton Ave. on the south, Bristol St. on the west, Sunflower Ave. on the north and Avenue of the Arts on the east. In addition to street improvements, the City's program includes improvements to Sunflower Ave., an arterial highway west of Bristol Street. Due to regional significance of the proposed public improvements to Sunflower Ave. and the major streets in the area, the City proposes this agreement with the County whereby the County Road Fund will contribute $1 million to reimburse a portion of the construction costs.

 

CEQA COMPLIANCE:  The City of Costa Mesa, acting as the lead agency for the proposed project, determined that the proposed project was categorically exempt (Class 4) from the provisions of CEQA pursuant to Section 15304 of the CEQA Guidelines. A Notice of Exemption was approved and filed by the City on January 30, 2006 acknowledging that determination. Prior to action on the proposed project or any recommended actions supporting the proposed project, the decision maker must assert that the CEQA determination by the City of Costa Mesa is adequate for the proposed project.

 

 

FINANCIAL IMPACT:

 

This agreement was not anticipated during the development of the FY 05-06 budget. However, the Road Fund will receive an unanticipated increase in revenue above the FY 05-06 budget in the amount of $1 million from Integrated Waste Management Department as approved by the Board of Supervisors (Agenda Item 47 on January 24, 2006).  With the Board of Supervisors' approval, the unanticipated revenue will be appropriated to the Road Fund in Object 3100.00 for this project (115-115-5640-3100.00)
