SUMMARY:
Authorize the Deputy Purchasing Agent to contract for street sweeping services for the northern portions of unincorporated County of Orange.
BACKGROUND INFORMATION:
Resources and Development Management Department has prepared specifications and has received bids to provide for scheduled street sweeping services throughout the unincorporated areas and contract cities of the County of Orange.
The current Street Sweeping Program approved by your Honorable Board in June 2001 provides sweeping services twice per month. County street sweeping contracts cover 341.64 curb miles per sweep in service areas.
The County and Cities of Orange County are co-permittees on NPDES permits issued by the Santa Ana and San Diego Regional Water Quality Control Boards. The County and cities are each required under the NPDES permit to implement Best Management Practices to reduce pollutants entering our receiving waters. Street sweeping is a Best Management Practice that clearly allows removal of some pollutants before they enter our public storm drain systems and are eventually conveyed to harbors, bays and coastal waters. NPDES permits are in place and focus even more on identifying sources of pollution and controlling discharges into storm drains and flood control channels than in previous contract years. RDMD has concluded that sweeping unincorporated areas twice per month has had a positive impact towards elimination of trash and debris entering our storm drain systems, mitigating urban run-off pollution.
Bi-monthly sweeping is also a Best Management Practice that will increase the effectiveness of pollutant reduction and is consistent with the co-permittee level of sweeping. The new contracts maintain this level of sweeping on a twice per month basis.
This contract includes a performance bond which is one hundred percent of the annual contract amount. RDMD/Operations and Maintenance prepared specifications and advertised the bid on the Internet to sixty-two (62) vendors and solicited directly from 5 firms registered to do business with the County of Orange. One responsive, responsible bid was received and four no bids. The responsive, responsible bid is as follows:

The proposed Price Agreement includes a miscellaneous clause in the amount of $26,037.28 which is the difference between the requested amount of $252,700 and the bid amount of $226,662.72 to include new streets into the sweeping program as the County accepts them for maintenance and unscheduled sweeps during storms or emergencies.
CleanStreet was the lowest responsive, responsible bidder for North County. CleanStreet is available and it is therefore recommended for award of a contract for North County sweeping area. A copy of the proposed price agreement is on file in the office of the Clerk of the Board.
