RECOMMENDED ACTION(S)

 

 

1.

Ratify the Chief Probation Officer, or her designee's, on-line submittal, on behalf of the County of Orange, of the grant application to the Bureau of Justice Assistance (BJA) for Federal funding of the FY 2006 BJA Comprehensive Approaches to Sex Offender Management Discretionary Grant Program in the amount of $250,000, for a period of two (2) years from the effective date of the grant award.

SUMMARY:

 

The Probation Department requests that the Board ratify the Chief Probation Officer, or her designee's, on-line submittal, on behalf of the County of Orange, of the grant application to the Bureau of Justice Assistance (BJA) for Federal funding of the FY 2006 BJA Comprehensive Approaches to Sex Offender Management Discretionary Grant Program in the amount of $250,000, for a period of two (2) years from the effective date of the grant award, and find that the subject activity is not a project defined by CEQA.

 

 

BACKGROUND INFORMATION:

 

The Probation Department requests that the Board ratify the Chief Probation Officer, or her designee's, on-line submittal, on behalf of the County of Orange, of the grant application to the Bureau of Justice Assistance (BJA) for Federal funding of the FY 2006 BJA Comprehensive Approaches to Sex Offender Management Discretionary Grant Program in the amount of $250,000, for a period of two (2) years from the effective date of the grant award.

 

The Probation Department did not have adequate time to seek Board approval prior to submittal of the grant application.  The grant application solicitation was released on November 17, 2005, and the on-line grant applications were due on December 29, 2005.

 

The Division Director of Juvenile Field Supervision, on behalf of the Chief Probation Officer, submitted the on-line grant application to BJA, pending authorization from the Board, in order to meet the grant application deadline of December 29, 2005 and avoid losing the opportunity to receive the Federal grant funding in the amount of $250,000.

 

This grant application is in response to the Comprehensive Approaches to Sex Offender Management (CASOM) solicitation by the Bureau of Justice Assistance, Office of Justice Programs, U.S. Department of Justice.  The proposed project is to develop a comprehensive, collaborative, and integrated plan for implementing an evidence-based program to manage juvenile sex offenders in Orange County, California, and to implement that plan and evaluate its effectiveness.  This plan will focus on providing for the safety of victims and the community, while holding perpetrators accountable for their crimes and also providing interventions that address the offenders' risk factors and needs associated with the criminal behavior.

 

In 2005, the Probation Department formed the Juvenile Sex Offender Management Team (JSOMT) to develop a coordinated system-wide approach to manage juvenile sex offenders and assist victims.  The proposed team members of JSOMT consist of representatives from the following agencies:  Orange County Juvenile Court, Orange County Probation Department, Orange County District Attorney's Office, Orange County Public Defender's Office, Santa Ana Police Department, Orange County Social Services Agency, Orange County Health Care Agency, Orange County Department of Education, Orange County Community Service Programs, California Youth Authority, Defense Bar, and Orange Psychological Services, a sole proprietorship.

 

If BJA awards the grant to the County of Orange and the Board approves the grant award, the Orange County Probation Department, on behalf of the County, will be the grant administrator.  Throughout the grant project, strict procedures will be followed to comply with the laws to maintain the confidentiality of all records and to meet the human subjects' protection protocols.

 

While Orange County has a variety of programs designated to address the population of juvenile sex offenders, a coordinated Juvenile Justice systematic approach still needs to be developed.  The grant award will fund a research coordinator to work with the agencies noted above and to examine the current system of addressing the target population of juvenile sex offenders.  The grant award will also fund a position to support the research coordinator and a grant coordinator.  Program staff will  develop a profile of the target population.   The JSOMT will examine gaps in services and develop an implementation plan to address them.
