RECOMMENDED ACTION(S)

 

 

1.      Find that:  (i) Final EIR 582 and Addendum 582-1, as revised by Final Supplemental EIR 582, previously certified on June 25, 2002, accepted on December 10, 2002, and certified on October 19, 2004, respectively, have been examined in relation to the proposed project; (ii)  the proposed project's environmental effects were fully analyzed and disclosed in these CEQA documents and the proposed project would not have any environmental effects beyond those analyzed and disclosed in these environmental documents;  (iii) no further CEQA compliance is required for the proposed project. 

 

2.      Select Turner Construction Company as the primary project management firm and Parsons Transportation Group, Inc. as the alternate firm for SAIP Program Management Services.

 

3.      Authorize the Airport Director, or his designee, to negotiate an agreement with the primary firm and submit it to the Board of Supervisors for approval.

 

4.      In the event an agreement cannot be negotiated with the primary firm, authorize the Airport Director, or his designee, to negotiate an agreement with the alternate firm and submit it to the Board of Supervisors for approval.

 

 

 

SUMMARY:

 

Select Turner Construction Company as the primary project management firm and Parsons Transportation Group, Inc. as the alternate firm for SAIP Program Management Services and authorize the Airport Director, or his designee, to negotiate an agreement with the primary firm and submit it to the Board of Supervisors for approval.

 

 

BACKGROUND INFORMATION:

 

The Board approved, as part of FEIR 582 Supplemental, certain capital improvements to John Wayne Airport, (JWA) to accommodate the increased flights and passengers authorized under the approved Settlement Agreement Amendment. These improvements are designated the Settlement Amendment Implementation Plan (SAIP). The SAIP is estimated to cost $436,000,000 and is scheduled to last five years. To augment JWA staff with highly qualified professionals for this program, JWA  is seeking a private project management firm to manage the design and construction of certain components of the SAIP.

 

PROJECT MANAGEMENT

 

The SAIP consists of projects in four major areas: Terminal, Landside, Airside, and Ancillary. Terminal projects include demolition of an existing 1,200 space parking structure and a third terminal with six gates and approximately 300,000 square feet. The Landside improvements include construction of a new 2,500 space parking structure and a replacement 1,200 space parking structure. The Terminal and Landside improvements will be managed through the contracted Program Manager. Airside improvements and Ancillary projects will be managed by JWA staff.

 

Four full time project managers will be needed to manage the SAIP projects. Required areas of specialization include Overall Program Manager, Assistant Overall Program Manager, Terminal Projects Manager, and Landside  Projects Manager. The Airport could require the firm selected to provide additional program and project support services (such as contract administration, clerical, CAD, and public information support). These services will be defined as part of the contract negotiation process. The services shall be provided entirely by a single firm under one contract. The firm that is awarded this contract will be disqualified from proposing or bidding on any other SAIP/Airport-related contracts involving planning, programming, design, construction, construction management and/or any contract that presents a conflict of interest.

 

REVIEW PROCESS

 

Statements of Qualifications (SOQ) were received from six (6) firms on September 30, 2005. A review committee composed of three Airport personnel, one retired Airport Commissioner, one retired County Engineer, and one non-voting airport planning consultant was established to review the SOQs and interview each of the firms proposed teams. The review committee was tasked to establish the most qualified firm using the following pre-established criteria to rank the firms and their teams.

The week prior to the interviews one of the firms DMJM Aviation withdrew from the selection process. The review committee for Architect-Engineer selection for SAIP Program Management services convened to evaluate the five remaining firms. The committee’s evaluation resulted in the following ranked list, of the three most qualified firms.

The review committee recommends that the Board of Supervisors selects Turner Construction Company as the primary and Parsons Transportation Group Inc. as an alternate.

 

CEQA COMPLIANCE

 

Final EIR 582, Addendum 582-1 and Final Supplemental EIR 582 previously certified on June 25, 2002, accepted on December 10, 2002, and certified on October 19, 2004, respectively, have been prepared for the Settlement Agreement Amendment and Settlement Amendment Implementation Plan ("proposed project").  Your Board is required to examine the subject project to determine whether its environmental effects were fully analyzed and disclosed in these previous CEQA documents and whether the subject project would have any environmental effects beyond those analyzed and disclosed in the previous environmental documents.  If your Board concurs, no further CEQA compliance is required as noted in Recommended Action #1.
