Authorize the Purchasing Agent or his designee, to increase the monetary limit of Price Agreement N2000006933 with GC Services Limited Partnership for debt collection and restitution services by $150,000 for an amount not to exceed $180,000, for the period of January 1, 2006 through December 31, 2006, renewable for three additional one-year periods as N3000006933 in the amount of $60,000 for year 3, as N4000006933 in the amount of $60,000 for year 4 and as N5000006933 in the amount of $60,000 for year 5 without further Board Action. |

Authorize the Purchasing Agent or his designee, pursuant to Board policy, to exercise a contingency cost increase, not to exceed a total of 10 percent of the contract amount for the first year of the contract, for the entire term of the contract, including renewals, and within the scope of work set forth in the contract. The use of this contingency contract cost increase is subject to approval requirements established by the Board of Supervisors pursuant to Minute Order dated August 5, 2003, for Agenda Item 27 and County policies and procedures. |
SUMMARY:
The Orange County Department of Child Support Services requests authorization to increase the monetary limit of Price Agreement N2000006933 with GC Services Limited Partnership for the provision of debt collection and restitution services.
BACKGROUND INFORMATION:
As a pilot program to enhance debt collection, the Orange County Department of Child Support Services (CSS) issued Price Agreement N1000006933 to GC Services Limited Partnership in the amount of $19,999 for the period May 19, 2005 through December 31, 2005. The Price Agreement was issued as a subordinate agreement to the Judicial Council of California Master Agreement Ccma - 200403. Due to the success of the debt collection services, the Price Agreement was renewed by CSS as Price Agreement N2000006933 for the period January 1, 2006 through December 31, 2006 in the amount of $30,000.
In addition to debt collection services provided, CSS is also requesting to utilize GC Services Limited Partnership to assist in locating payees for whom CSS currently has child support payment checks pending. The locate services desired fall within the scope of the Judicial Council of California Master Agreement and will only be utilized during year 2 of the Agreement with GC Services Limited Partnership.
The Orange County Department of Child Support Services requests your Honorable Board approve Price Agreement N2000006933 with GC Services Limited Partnership, as referenced in the Recommended Actions. The agreement contains language which permits reduction or termination without penalty if approved funding or appropriations are reduced or terminated.
FINANCIAL IMPACT:
Expense is budgeted by CSS. There will be no augmentation to budget and no net cost to County.
