RECOMMENDED ACTION(S)
Approve the First Amendment to the Agreement with Orange County Association for Mental Health, dba Mental Health Association of Orange County for the Provision of Intensive Recovery Services for the Mentally Disabled Homeless, increasing funds by $18,333, from $976,541 to $994,874, for the period July 1, 2005 through June 30, 2006.
SUMMARY:
The Health Care Agency requests approval of the First Amendment to the Agreement for the Provision of Intensive Recovery Services for the Mentally Disabled Homeless with Orange County Association for Mental Health, dba Mental Health Association of Orange County.
BACKGROUND INFORMATION:
On April 26, 2005, your Honorable Board approved the Agreement with Orange County Association for Mental Health, dba Mental Health Association of Orange County (MHA) in the amount of $976,541, for the period July 1, 2005 through June 30, 2006. MHA provides Intensive Recovery Services to chronically mentally ill homeless adults that include medication support, housing, vocational assistance, individual and group therapy, intensive case management, and representative payee services. As a result of the enactment into law of the Mental Health Services Act (MHSA) effective January 1, 2005, the State has provided MHSA system improvement funding to provide additional intensive recovery services including peer support to underserved mentally ill homeless adults in the amount of $18,333.
The anticipated outcome of this increased funding will provide clients with additional services to assist them to adaptively function at an appropriate level within the community, and may reduce the numbers of indigent clients served, as well as a reduction in the number of days of hospitalization, homelessness, incarceration, and unemployment rates for clients.
Should services need to be reduced or terminated, this Agreement contains language that allows HCA to give 30 days notice to either terminate or renegotiate the level of services to be provided. The notice will allow HCA adequate time to transition or terminate services to clients, if necessary.
The Health Care Agency requests that your Board approve the First Amendment to the Agreement as referenced in the Recommended Action.
FINANCIAL IMPACT:
Appropriations and revenue related to this request will be absorbed within the Health Care Agency's FY 2005-06 Current Budget.
