RECOMMENDED ACTION(S)

 

 

1.

Find that the proposed project is Categorically Exempt (Class 1, Section 15301) from the provisions of CEQA.

 

2.

Approve Plans, Specifications and Bid Documents on file at the Integrated Waste Management Department (IWMD), 320 N. Flower Street, Fourth Floor, Santa Ana, California 92703.

 

3.

Authorize IWMD Deputy Purchasing Agent to advertise for bids, with a public bid opening on April 5, 2006.

 

 

 

 

SUMMARY:

 

Approve plans, specifications and bid documents, and authorize IWMD to advertise for bids for the construction of Access Road Paving at Frank R. Bowerman Landfill and Bench Paving at Santiago Canyon Landfill.

 

 

 

 

 

 

 

 

BACKGROUND INFORMATION:

 

The Frank R. Bowerman Landfill (FRB) is owned by the County of Orange, and operated by the Integrated Waste Management Department (IWMD).  FRB was opened in 1990 to serve the non-hazardous solid waste disposal needs of Orange County.  The Santiago Canyon Landfill is also owned by the County of Orange and was operated by IWMD as a solid waste disposal facility from 1968 to 1996.  IWMD is responsible for post-closure maintenance at the Santiago Canyon Landfill.

 

The Road Paving Project at FRB Landfill will provide access to the newly constructed wet weather operations deck.  Both the wet weather operations deck and proposed access road are engineered to increase safety during waste disposal operations in rainy weather.  The Project will include the placement of 8-inch thick asphalt paving material over 12-inches of miscellaneous road base on a 1,500 feet long by 32-feet wide existing subgrade.  Final grading is required, including excavation of 20-inches of soil for placement of road base and asphalt paving material.  The Project also includes construction of approximately 1,500 lineal feet of concrete drainage channel and  the installation of 1,200 lineal feet of roadside guard railing. 

 

The Bench Paving Project at Santiago Canyon Landfill will provide all weather access to the  landfill gas collection and control systems.  The landfill gas collection and control system operates 24 hours/day, pursuant to South Coast Air Quality Management District (SCAQMD) regulations.  All weather access for maintenance and repair of the landfill gas collection and control system is vital to regulatory compliance.  The Project will include the placement of approximately 9,600 lineal feet of 4-inch thick asphalt paving over 6-inches of miscellaneous road base.  Final grading is required, including excavation of 10-inches of soil for placement of road base and asphalt paving material.

 

 

 

CEQA COMPLIANCE:

 

The proposed project is Categorically Exempt (Class 1, Section 15301) from the provisions of CEQA. Class 1 (CEQA Guidelines Section 15301) provides for the exemption of projects involving minor alteration of existing facilities (landfill), involving negligible expansion of use beyond that previously existing.
