RECOMMENDED ACTION(S)
1. Find that Environmental Impact Report (EIR) 575, certified by your Board on November 6, 2001 for the 2001 General Development Plan for the Prima Deshecha landfill, satisfies the requirements of CEQA for the proposed project.
2. Approve Plans, Specifications and Bid Documents on file at the Integrated Waste Management Department (IWMD), 320 N. Flower Street, Fourth Floor, Santa Ana, California 92703 for this project.
3. Authorize IWMD Deputy Purchasing Agent to advertise for bids, with a public bid opening on April 5, 2006.
SUMMARY:
Approve plans, specifications and bid documents, and authorize IWMD to advertise for bids for the construction of approximately 18 acres in Zone 1, Phase C2 within the Prima Deshecha Landfill.
BACKGROUND INFORMATION:
The Prima Deshecha Landfill is owned by the County of Orange and operated by the Integrated Waste Management Department. The Landfill is currently operated as a Class III municipal solid waste facility and has served the waste disposal needs of Orange County since 1976.
The County has designated two landfill disposal zones at the Prima Deshecha Landfill: Zone 1 and Zone 4. The current active refuse fill area is located within Zone 1, which will ultimately provide for 271 total acres of refuse placement until approximately 2019.
Zone 1 is being developed in four major liner phases per the Site's Master Development Plan. This phase of Zone 1 development is called Phase C2 Ground Water Protection Composite Liner Project. This phase consists of constructing 18 acres of disposal area which allows for approximately two years of landfill capacity. Specifically the Project includes mass excavation, liner installation, stockpiling of excavated soils, access roads, erosion control and drainage improvements.
IWMD request approval to advertise for bids for Phase C2 Ground Water Protection Composite Liner project for Prima Deshecha Landfill.
CEQA COMPLIANCE:
The proposed project is covered by EIR 575, previously certified by your Board on November 6, 2001. The circumstances of the project are substantially the same and EIR 575 adequately addressed the effects of the proposed project.
