RECOMMENDED ACTION(S)

 

 

1.

Find that the proposed project is Categorically Exempt (Class 1, Section 15301) from the provisions of CEQA.

 

2.

Approve revised Plans, Specifications and Bid Documents on file at the Integrated Waste Management Department (IWMD), 320 N. Flower Street, Fourth Floor, Santa Ana, California 92703.

 

3.

Authorize IWMD Deputy Purchasing Agent to advertise for bids, with a public bid opening on April 19, 2006.

 

 

 

 

 

 

 

 

 

SUMMARY:

 

Approve plans, specifications and bid documents, and authorize IWMD to advertise for bids for the construction of the Additional Reservoir Storage at the Olinda Alpha Landfill.

 

 

 

 

 

 

 

 

 

BACKGROUND INFORMATION:

 

 

Opened in 1960, the Olinda Alpha Landfill (Site) is a Class III solid waste disposal site, owned by the County of Orange, and operated by the Integrated Waste Management Department (IWMD).  The Site is permitted to receive up to 8,000 tons of waste per day.

 

Site operations require water for office building, dust control, irrigation, and fire protection requirements.  Water for the Site's existing supply system is provided by the City of Brea.  The existing system includes a pump station, water lines, fittings and valves utilized to fill a 100,000-gallon reservoir storage tank.

 

The Site’s on-call Architect-Engineering firm Bryan A Stirrat & Associates (BAS), to whom your Honorable Board awarded a contract on August 6, 2002, performed a system analysis based on current water usage at the Site and Orange County Fire Authority (OCFA) fire protection requirements.  As a result of their analysis, BAS recommended additions/improvements to the existing system to increase the system's overall performance in order to meet water demands for the Site's daily operations and to comply with OCFA requirements.  The design, plans and bid documents for system additions/improvements were prepared by BAS.

 

The additions/improvements include adding a second 100,000-gallon capacity reservoir tank, water lines, fittings and valves between tanks and to the on-site pumping station fire pumps.  This, together with the existing 100,000-gallon reservoir tank and system, will meet the OCFA requirements for enhanced fire protection capabilities and provide the Site with water sufficient to meet daily operational needs.

 

 

 

 

 

 

CEQA Compliance:

 

The proposed project is categorically exempt (Class 1 Section 15301) from the provision of CEQA.  CEQA Guidelines Section 15301 provides for the exemption of projects involving the minor alteration of existing facilities (landfill), involving negligible expansion of use beyond that previously existing.
