SUMMARY:
The Health Care Agency requests approval of Master Agreement MA-042-14010315 with CareFusion 203, Inc. for ventilator maintenance services.
BACKGROUND INFORMATION:
On October 4, 2013, the Health Care Agency (HCA) released a Request for Proposal (RFP) for the provision of ventilator maintenance services. A total 555 recipients received notification through the County's BidSync notification system, with one bid received, and determined to be responsive. CareFusion 203, Inc. is being recommended to provide ventilator maintenance services.
HCA maintains 238 transport ventilators (LTV 1200) for rapid deployment during a public health emergency. These ventilators are an essential part of an emergency preparedness plan and provide ventilation response to mass casualty incidents from influenza outbreaks to biological warfare attacks. The ventilator is small, lightweight, and portable for use in adult and pediatric populations to support breathing. The unit is a pick-up and-go solution that can travel with patients from field incident care transport to the intensive care unit (ICU).
In order to keep ventilators in a patient-ready condition and accordance to the manufacturers recommended preventive maintenance services, HCA seeks to contract with CareFusion 203 for the annual preventive maintenance services. This agreement also includes a provision for non-preventative maintenance repairs, if needed.
The manufacturers' recommended maintenance requirements for the current ventilator cache is referred to as the Six Year Preventive Maintenance (PM) schedule. The PM is required for any LTV 1200 that is six years old and/or has been used for a specified number of hours. The PM includes but is not limited to: replacement of PM parts such as the internal battery, software updates, full factory calibration and testing, and all internal tubing, including the external battery and transport bag replacement. The PM schedule for the 238 ventilators is spread over a three year period. 72 of the ventilators will be service in the first year, 82 ventilators in the second year, and 84 ventilators would be recommended for maintenance the following year (year three).
The Master Agreement does not have subcontracts.
The Health Care Agency requests that your Honorable Board authorize the County Purchasing Agent or authorized Deputy to execute Master Agreement MA-042-14010315 with CareFusion 203, Inc. as referenced in the Recommended Actions.
FINANCIAL IMPACT:
This Master Agreement can be absorbed in the Health Care Agency's FY 2013-14 Current Budget and will be included in the FY 2014-15 Requested Budget.
