RECOMMENDED ACTION(S):

 

 

1.

Authorize the Sheriff-Coroner to execute, on behalf of the County of Orange, the "Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY 2010 Urban Areas Security Initiative (UASI)" with the City of Anaheim, any amendments to the agreement which do not materially alter the terms of the agreement, and the California Emergency Management Agency Grant Assurances.

 

2.

Accept $958,648 in FY 2010 Urban Areas Security Initiative funds from the City of Anaheim.

 

3.

Authorize the Purchasing Agent or designee to purchase grant-funded upgrades to mutual aid VHF/UHF radio repeaters and components to implement a patient tracking system and to issue contracts for training, using a form of purchase agreement not materially different than the standard purchase order, except that the Purchasing Agent or designee is directed to return to the Board of Supervisors for approval if the purchase agreement is materially different than the standard County purchase order.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests that the Board authorize the execution of the Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY 2010 Urban Areas Security Initiative (UASI) with the City of Anaheim, accept $958,648 in grant funds and authorize the purchase of grant-funded equipment and training.

 

 

 

BACKGROUND INFORMATION:

 

The U.S. Department of Homeland Security, Office of Grants & Training, provides funding through the Urban Areas Security Initiative (UASI) to enhance regional preparedness in major metropolitan areas.  The UASI program directly supports the national priority of expanding regional collaboration identified in the National Preparedness Guidelines, and is intended to assist participating jurisdictions in developing integrated regional systems for prevention, protection, response, and recovery.  UASI program funds address the unique planning, organization, equipment, training, and exercise needs of high-threat, high-density urban areas, and assists them in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism.

 

Anaheim and Santa Ana have been identified by the Department of Homeland Security as core cities for an eligible Urban Area.  For 2010 the City of Anaheim is receiving UASI grant funding on behalf of the Urban Area that includes Orange County. The terms of the grant requires the City of Anaheim to apply specified grant funds to purchase equipment, technology or services to enhance Countywide emergency preparedness.  To accomplish this, the city will transfer grant funds to the County for the following purposes:

Sheriff-Coroner Communications/Interoperable Communications Enhancements: $547,648 in funding is to be used to enhance Communications Interoperability by upgrading various VHF/UHF base station and repeater radios so that they operate pursuant to FCC and Department of Homeland Security requirements; and by expanding the VHF fire communications network, enabling interoperability between all Orange County and City fire departments and outside fire agencies providing mutual aid assistance.

Sheriff-Coroner/Terrorism Liaison Officer Training: $36,000 in funding will support training of law, fire, and health personnel across Orange County.  Specifically, courses will be conducted in basic, intermediate, and advanced terrorism liaison officer topics.

Health Care Agency/Strengthen Mass Prophylaxis Capabilities: $375,000 in funding will be used to enhance the current planning, training, equipment and exercise capabilities that have been developed by the Orange County Health Care Agency (HCA), specifically focusing on developing and implementing a patient tracking system.

 

The Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY 2010 Urban Areas Security Initiative (UASI) with the City of Anaheim sets forth the requirements of the County in accepting grant funds.  The Sheriff-Coroner requests that the Board approve and authorize the execution of the agreement, accept the grant funding, and authorize the purchase of grant-funded equipment and training.

 

 

 

 

 

 

FINANCIAL IMPACT:

 

There is no match requirement for this grant funding.  The grant will be budgeted in the proposed FY 2011-12 budget.
