SUMMARY:
Approval of Agreement No. D10-064 with RBF Consulting, Inc., Agreement No. D10-065 with Pacific Advanced Civil Engineering Inc., and Agreement D10-082 with Tetra Tech, Inc. will provide on-call professional services to supplement County resources for completing flood control projects in a timely manner.
BACKGROUND INFORMATION:
On September 28, 2010, your Board approved a ranked list of 16 Architect-Engineer firms to provide on-call professional services for Flood Control Projects and authorized the OC Public Works Director or designee to negotiate individual agreements with the firms on an as-needed basis in the ranked evaluation order. Agreements have been negotiated with the first ranked firm, RBF Consulting, Inc., the second ranked firm, Pacific Advanced Civil Engineering, Inc., and the third ranked firm, Tetra Tech, Inc. for your Board’s approval.
Upon approval by your Board of Agreement D10-064 (Attachment A), RBF Consulting, Inc. will be retained to provide supplemental engineering services for various projects including, but not limited to the hydrology update for the San Diego Creek Watershed for a term of three years in an amount not to exceed $400,000.
Upon approval by your Board of Agreement D10-065 (Attachment B), Pacific Advanced Civil Engineering, Inc, will be retained to provide supplemental engineering services for various projects including, but not limited to, a design level sediment transport analysis and fish friendly invert stabilization design for San Juan Creek and Trabuco Creek Channels for a term of three years in an amount not to exceed $400,000.
Upon approval by your Board of Agreement D10-082 (Attachment C), Tetra Tech, Inc, will provide for supplemental engineering services for various projects including, but not limited to, hydrologic and hydraulic analysis of San Juan Creek (L01) and Trabuco Creek (L02); preparation of a FEMA Letter of Map Revision; and/or preparation of a Conditional Letter of Map Revision to remove residents along portions of L01 and L02 from the FEMA flood plain for a term of three years in an amount not to exceed $400,000.
Compliance with CEQA: The recommended subject projects are Statutorily Exempt from the provisions of CEQA pursuant to Section 15262 of the CEQA guidelines. Following completion of studies and/or design and evaluation of project elements, additional CEQA review will occur prior to implementation of any project elements associated with this contract.
