SUMMARY:
Approval of this lease agreement for 33,277 square feet of warehouse space in Santa Ana will provide the Registrar of Voters with a location in close proximity to their headquarters to print, assemble, store and stage voting material for the Presidential Primary Election in June 2012 and the Presidential General Election in November 2012.
BACKGROUND INFORMATION:
The Registrar of Voters proposes to temporarily lease warehouse space at 1100 S. Linwood Avenue, Santa Ana for the purpose of receiving, assembling, storing, and staging election materials required for the June 5, 2012 Presidential Primary and November 6, 2012 Presidential General Elections. The Registrar of Voters' current permanent warehouse space located at 1300 S. Grand Avenue, Building C, Santa Ana, is not large enough to accommodate all of the logistics required to run a successful election.
State regulations were changed and now mandate that all election equipment, such as the electronic voting machines, be delivered within a ten day window. This window occurs at the same time election supplies are being prepared for distribution, as well as other election-related activities. All of which vie for the same warehouse space. There is simply not enough space in the Registrar of Voters' current warehouse to successfully manage the multiple activities which must occur simultaneously. The Registrar of Voters has sought a permanent solution to this problem by looking for additional County-owned or County-leased warehouse space. The Registrar of Voters has exhausted other County-owned or County-leased options for meeting their warehouse space needs. This lease is critical to the Registrar of Voters election operations for the 2012 Presidential Election cycle. In addition to the preparation and logistics for polling place supplies, the Registrar of Voters will utilize the additional warehouse space to accommodate inkjetting addresses on sample ballots, scanning operations, training staff and poll workers, and conducting phone banks.
The proposed ten-month lease at 1100 S. Linwood for 33,277 square feet of warehouse space will commence on March 1, 2012. The current year cost for FY 2011-12 is $71,876.00 which includes lease payments for the period March 1, 2012, to June 30, 2012 (4 months at $17,969.00/month). This is a full service gross lease with all major building operating costs paid by the lessor making the per square foot costs very low for the market for a short term lease. The Registrar of Voters does not require the construction of tenant improvements in order to move in and use this space.
Included in the lease are fifty-five (55) parking spaces for the County's use. The County has the option to extend the term of the lease on a month-to-month basis at the same lease rate and per the same terms and conditions.
General Plan: The use proposed for this warehouse space conforms to the General Plan of the City of Santa Ana.
Compliance with CEQA: The project is Categorically Exempt (Class 1) from CEQA per Section 15301 of the CEQA Guidelines because the activity involves the lease of existing warehouse space with no resulting expansion of the warehouse space involved.
