RECOMMENDED ACTION(S):

SUMMARY:
Acceptance of the 2017
Emergency Management Performance Grant award, approval of the form Agreement to
Transfer Funds for 2017 Emergency Management Performance Grant Program,
direction to the Auditor-Controller to transfer funds to recipient cities and authorization
for the Procurement Officer to purchase
training and equipment will allow the Sheriff-Coroner to continue to support
activities that contribute to Orange County's capability to prevent, prepare
for, mitigate against, respond to, and recover from natural or manmade
emergencies and disasters.
BACKGROUND INFORMATION:
The Federal Department of Homeland Security is administering the 2017 Emergency Management Performance Grant (EMPG) Program nationally, and the California Office of Emergency Services is managing the grant for California. Counties and Operational Areas are eligible to apply for this grant. The purpose of the grant is to support activities contributing to the grant recipient’s capability to prevent, prepare for, mitigate against, respond to, and recover from emergencies and disasters, whether natural or man-made.
On August 22, 2017, the Board of Supervisors (Board) approved the Sheriff-Coroner's (Sheriff's) request to apply for FY 2017 EMPG funding. The Orange County Operational Area has been awarded $774,162 through the FY 2017 EMPG Program. Of this amount, a total of $339,434 will be distributed to participating jurisdictions in the County, and $434,728 will be retained by the Sheriff's Emergency Management Division. If a participating jurisdiction is unable to expend the funds in compliance with the regulations and guidance associated with this grant, it may return its allocation to the County to expend on behalf of the Operational Area. Prior to receiving EMPG funds, the participating jurisdictions will be required to execute an Agreement to Transfer Funds for FY 2017 Emergency Management Performance Grant (Attachment B). EMPG grant funds are received every year and the County's share is used by the Sheriff’s Emergency Management Division on behalf of the Operational Area toward salaries of staff members who update the County’s Emergency Plans, provide emergency management training, maintain the Emergency Operations Center, and respond to actual emergency events.
On January 14, 2014, the Board approved the request to apply for 2014 funding on July 15, 2014, and accepted the 2014 funding in the amount of $776,800 on November 25, 2014. On September 22, 2015, the Board approved the request to apply for the 2015 grant application, and on December 15, 2015, the Board accepted the 2015 grant award in the amount of $777,250. The Board approved request to apply for the 2016 grant in the projected amount of $777,980 on July 12, 2016, and accepted the 2016 funding on October 25, 2016, in the amount of $777,980.
The Sheriff requests that the Board accept the grant award in the amount of $774,162, approve the form Agreement to Transfer Funds for FY 2017 Emergency Management Performance Grant Program, authorize execution of related documents including agreements with each jurisdiction receiving grant funds, and direct the Auditor-Controller to transfer grant funds to other entities upon receipt of executed agreements, as referenced in the Recommended Actions.
FINANCIAL IMPACT:
The County's share of the FY 2017 Emergency Management Performance Grant is included in the Sheriff-Coroner's FY 2017-18 Budget for Budget Control 032, Emergency Management Division. The grant requires a dollar for dollar match; the match amount for the Emergency Management Division budgeted allocation is $434,728. The current Net County Cost for Budget Control 032 meets the match obligation for the additional grant funds.
