SUMMARY:
John Wayne Airport (JWA) requests authorization to issue a contract with Reem Aviation Security Consultants, LLC for Security Consultant Services. This contract will be for a period of six months, effective February 11, 2009 through August 10, 2009 in an amount not to exceed $150,000.
BACKGROUND INFORMATION:
JWA Airport Director has responsibility for determining how to best provide an Airport Security Plan for JWA that takes into consideration ever-changing threats the airport faces. The plan must comply with security regulations issued by the Transportation Security Administration (TSA). It is important that JWA conduct a periodic review of the Security Plan to ensure it is effective and efficient. Since September 11, 2001, JWA has collaboratively modified the Airport Security Plan with input primarily from local stakeholders.
JWA seeks to receive input from external resources having expertise in personnel deployments related to security at commercial airports. While JWA has maintained a successful Airport Security Plan for many years, valuable survey information from other airports and analysis of JWA’s personnel deployment practices by external experts will allow JWA to fine tune the Security Plan and ensure the airport is utilizing precious security funding in an efficient, cost-effective manner.
Proposal
Process:
On June 3, 2008, JWA issued a Statement of Qualifications (SOQ) to identify consultants qualified to prepare and conduct a survey, analyze results, and develop recommendations regarding the Airport’s current security-related staff resources. Four proposals were received; all four proposers were invited to respond to a Request for Proposals (RFP). On July 31, 2008, JWA issued an RFP for a security consultant. Two addenda were subsequently published and forwarded to the four parties. The project scope included: (i) developing, conducting and analyzing results of a survey of other commercial airports to identify other security position structures; (ii) performing a study of specific security assignments; and (iii) presenting recommendations regarding the minimum level of personnel qualifications for each security assignment at JWA as required by applicable State and Federal laws.
Three proposals were received by the August 18, 2008 deadline. The following three firms’ proposals were found to be responsive: 1) Aviation Security Consulting, Inc.; 2) Infinite Security; and 3) Reem Aviation Security Consultants, LLC.
Evaluation Process
A three-member proposal evaluation committee met on September 5, 2008 to review the proposals, establish a ranked slate, and provide a recommendation for a preferred proposer. Committee members included two Airport staff members and one representative of the Orange County Sheriff’s Department. On October 1, 2008 the committee panel interviewed the proposers via telecom. Proposals were rated based on the following criteria:

Summary of Proposals
All three firms have extensive aviation and transportation security backgrounds as well as experience in auditing and assessing security protocols, procedures and technical systems. All three proposers agreed to all the County terms and conditions and had no exceptions. Their RFP's were well organized and complete.
Aviation Security Consulting, Inc
The Aviation Security Consulting, Inc. (ASC) proposal demonstrated an understanding of the Airport’s environment and offered a team that has over 22 years of aviation security and airport operations expertise. Background experience includes: 1) Management of Airport Security, Police and Terminal Operations at Stapleton and Denver International Airports; 2) Development of security programs post 9/11 including a Bomb Incident Prevention Program; and 3) Development of security directive countermeasures in response to the 9/11 terrorist event.
ASC’s approach to JWA’s project focused on creating a web-based electronic survey. The proposal described ASC’s familiarity with the working relationships amongst airport personnel and past working relationships with other airports to maximize the efforts to obtain the necessary information.
The proposed price of $13,852 was based on 100 hours of work, travel expenses and miscellaneous costs.
Reem Aviation Security Consultants, LLC
The Reem Aviation Security Consultants (Reem) proposal demonstrated experience and expertise in aviation security. Their emphasis is in interpreting and applying TSA regulations to airport and air carrier operations. The project team includes: 1) a consultant with the international aviation industry and governments, specializing in operational and technical issues involving security and a 20 year career with the U.S. Secret Service; 2) an Associate Professor who teaches courses in aviation security, homeland security and corporate security and participates in research in airport and air carrier security programs and technological applications; and 3) a consultant to corporate security directors and airline executives on TSA regulatory compliance who also provides training to aviation ground security coordinators, and provides security audits at locations world-wide.
The approach to the project focused on visiting other airports and TSA offices to obtain the most recent changes and updates to airport security.
The proposed price of $150,000 was negotiated upon agreement of developing a joint report with ASC and will include consulting on the survey and visiting JWA for a comprehensive tour of the airport and obtain initial information from relevant airport and department managers.
Infinite Security
The proposal from Infinite Security described four years of experience in security services, although the principals in the company have been engaged in security consulting activities for over 20 years. The Chief Executive Officer directs specialized security programs in the transportation sector including aviation, maritime, railroads trucking and cargo. Infinite Security also specializes in event security management and emergency/disaster response planning. Other members of the team proposed by Infinite Security include an aviation security leader with over 30 years of management and operational experience.
Infinite's approach to the RFP was based exclusively on a web-based survey and did not include personal contact with individuals in order to obtain the required information and their proposed price was $75,000.
RECOMMENDATION:
After the telecom conferences, it was determined that Aviation Security Consulting, Inc. and Reem Aviation Security Consultants, LLC have different strengths and that JWA would benefit from the efforts and expertise of both consultants. Based on the selection committee’s recommendation the Airport recommends the retention of both ASC and Reem to provide security consulting services. The RFP permits the County to award a contract for the defined services to one or more offerors.
ASC was ranked first in the evaluation process. This ranking reflected the firm’s focus and expertise in commercial airport security. The selection committee believes ASC is best qualified to design the required survey of security assignments and structures at other airports. ASC’s president is a member of the Board of Directors of the American Association of Airport Executives (AAAE) and has held leadership positions in a number of other airport industry groups. The evaluation committee reported that ASC was uniquely qualified to reach airport officials across the country and, as a result, to maximize participation in the airport security survey.
Reem provides security expertise centered on interpreting and applying TSA regulations applicable to the aviation industry. Reem has proposed using for the JWA project former TSA inspectors as well as experienced aviation security managers. Because Reem can offer professionals with experience in both airport and airline security, the selection committee believes that the firm will provide important perspective as well as an independent evaluation and recommendations regarding JWA’s present security forces.
CEQA COMPLIANCE:
The proposed project is Statutorily Exempt from the provisions of CEQA. CEQA Guidelines Section 15262 provides for the exemption of projects involving planning studies or reports used to analyze data and evaluate survey information in order to prepare recommendations.
FINANCIAL IMPACT:
There are adequate funds in the JWA Operating Fund 280 to cover contract costs.
