RECOMMENDED ACTION(S)

Authorize the Sheriff-Coroner to execute, on behalf of the County of Orange, the "Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY08 Urban Areas Security Initiative (UASI)" with the City of Anaheim, including the "Office of Homeland Security FY08 UASI Grant Assurances", and any amendments to the agreement which do not materially alter the terms of the agreement. |

SUMMARY:
The Sheriff-Coroner requests that the Board authorize the execution of the Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY08 Urban Areas Security Initiative (UASI) with the City of Anaheim, accept $2,534,139 in grant funds and authorize the purchase of grant-funded equipment.
BACKGROUND INFORMATION:
The City of Anaheim is receiving grant funding from the U.S. Department of Homeland Security, Office of Grants & Training through the FY 2008 Urban Areas Security Initiative (UASI). UASI is intended to enhance security and overall preparedness in high threat, high density urban areas. Santa Ana and Anaheim have been identified as the two Core Cities in Orange County for the identified Urban Area under UASI. For FY 2008 the City of Anaheim is receiving UASI grant funding on behalf of Orange County. The terms of the grant requires Anaheim to apply specified grant funds to purchase equipment, technology, or services to enhance Countywide emergency preparedness. To accomplish this, the City will transfer grant funds to the County for interoperable communications enhancements, critical infrastructure/key resource assessment activities, and mass prophylaxis capabilities. The Agreement for Transfer or Purchase of Equipment/Services or for Reimbursement of Training Costs for FY08 Urban Areas Security Initiative (UASI) with the City of Anaheim sets forth the requirements of the County in accepting grant funds.
The County recipients of the grant funding and the uses of the funds are described below.
Sheriff-Coroner Communications - Interoperable Communications Enhancements: The purpose of this investment is to implement the California Statewide Communications Interoperability Plan by providing redundancy and survivability to the interoperable communications capabilities of the Anaheim/Santa Ana Urban Area. The activity to be implemented under this program will improve redundancy and survivability through a microwave radio hot standby system.
Sheriff-Coroner Department - Critical Infrastructure/Key Resource Assessment Activities: This investment supports Critical Infrastructure Protection by providing for the review, update, and expansion of previous target hardening projects and identification of critical infrastructures and key resources (CI/KR) within Orange County. It expands the existing efforts by investing staff and technological resources in on-site inspections and assessments of CI/KR, and provides a CI/KR assessment tool for first responders and private sector partners.
Sheriff-Coroner Department - Terrorism Liaison Officer Training: The purpose of this investment is to support training of law enforcement, fire and health personnel across Orange County. Specifically, courses will be conducted in basic, intermediate and advanced terrorism liaison officer topics.
Health Care Agency -- Strengthen Mass Prophylaxis Capabilities: The purpose of this investment is to enhance the current planning, training, equipment and exercise capabilities that have been developed by the Orange County Health Care Agency (HCA) as they relate to mass dispensing, planning and response activities required for the public and first responders during a CBRNE (chemical, biological, radiological, nuclear, or explosive) event, natural disaster, pandemic, or public health emergency. The goal is to increase the number of fully capable mass dispensing or Point of Dispensing (POD) sites within the Orange County urban area from 9 to 39 sites, allowing the Urban Area to mass prophylax approximately 3.2 million people in increments of 82,000 people per POD site in 96 hours during a medical or public health emergency, including a pandemic.
FINANCIAL IMPACT:
$156,410 of the grant funding will be used for salaries and benefits and is included in the Sheriff-Coroner's FY 2008-09 budget. $2,308,729 of the grant funding, described below, will be budgeted as part of the FY 2008-09 2nd Quarter Budget Report.
Budget adjustments in the amounts of $1,549,139 for the interoperable communications enhancements project have been requested for Fund 15L, Sheriff's Communications.
Budget adjustments in the amounts of $60,000 for critical infrastructure/key resource assessments; $126,000 for mass prophylaxis*; $543,590 for Orange County Intelligence Assessment Center overtime, training and equipment; and $30,000 for Terrorism Liaison Officer training (overtime/backfill) have been requested for Agency 060, Sheriff-Coroner.
The remaining $69,000 in grant funding will be used for Terrorism Liaison Officer training (overtime/backfill) for next fiscal year and will be submitted as part of the FY 2009-10 budget for Agency 060.
* To be later transferred to Agency 042, Health Care Agency
