RECOMMENDED ACTION(S):

 

Authorize County Purchasing Agent or his authorized Deputy to amend Agreement MA-063-12010116 with National Council on Crime and Delinquency, for web-based application for structured decision making tool to add services for Adult Protective Services per revised Scope of Work, and increase the contract amount by $34,900 for a new not to exceed total amount of $72,500 per year, per Board policy.

 

 

 

 

SUMMARY:

 

Amend existing Agreement MA-063-12010116 with National Council on Crime and Delinquency web-based application for Structured Decision Making tool that will allow Social Services Agency (SSA) Adult Protective Services (APS) staff to access the web-based Structured Decision Making (SDM) system to provide consistency in obtaining and evaluating information to promote the safety of vulnerable adults, identify and address their needs, and decrease the incidence of self-neglect and maltreatment, enhance service delivery and provide data needed for program administration.

 

 

 

BACKGROUND INFORMATION:

 

The Social Services Agency (SSA) is requesting your Board’s approval for an amendment of an existing Sole Source Master Agreement with the National Council on Crime and Delinquency (NCCD) for unlimited access to a web-based application for Structured Decision Making (SDM), a case management decision making protocol.

 

NCCD is the sole source developer and trademark owner of the “SDM Intake Assessment” system.  There are no other vendors who have this database and use this system; therefore, no other vendors were contacted.  The Sole Source was approved by the County Procurement Office previously when the Agreement MA-063-12010116 was initially presented to the Board for its approval on September 20, 2011.

 

The role of Adult Protective Services (APS) is to protect elderly and adults with disabilities from abuse and neglect.  Adults 65 years of age and over or dependent adults ages 18 to 64, who are physically, emotionally, and/or developmentally disabled, may find themselves as a victim of abuse, mistreatment, and/or neglect.  The goals of APS are to: promote the safety of vulnerable adults, identify and meet the needs of vulnerable adults, and decrease the incidence of self-neglect and maltreatment by others.  The SDM system will be utilized to provide consistency and accuracy in intake risk assessments, increase the efficiency of APS operations by making the best use of available resources, provide management with needed data for program administration, planning, evaluation, and budgeting.

 

The NCCD provides the following services:

 

·        Access to the web-based SDM intake assessment system;

·        Technical Support on the use of the system;

·        Weekly assessment data extracts and exports from the system to a file transfer protocol (FTP) site which allows downloading or transferring files from one computer or server to another;

·        Maintenance of the web application.

 

SSA staff accesses the NCCD’s SDM system for:

 

·        Assessing the eligibility, priority and safety of an elderly adult or adult with disabilities;

·        Improving the delivery of appropriate services to vulnerable adults; and

·        Developing case plans focused on identified priority needs.

 

OUTCOMES:

 

Increased efficiency of APS intake staff is an anticipated outcome of the use of SDM.  Use of the SDM objective decision-making protocol to assess intake telephone calls received by APS standardizes the decision-making process reducing subjectivity, reducing the amount of time spent taking a report over the telephone.  Efficiency will be measured by the number of reports taken per month and the time taken per report.

 

The data collection feature of the SDM system gathers data needed for program administration, planning, evaluation, and budgeting.  The SDM system will provide information such as: the number of reports taken, the types of reports, reporting entity, the number of staff needed to operate the registry and the number of staff needed to investigate reports.  Data from the SDM system will be used to monitor the delivery of appropriate services to vulnerable adults.

 

The Contractor acknowledges funding or portions of funding for this Agreement may be contingent upon State and Federal budget approval; receipt of funds from, and/or obligation of funds by State of California or the Federal government to the County; and inclusion of sufficient funding for the services hereunder in the budget approved by the County's Board of Supervisors for the term of this Agreement.   If such approval, funding or appropriations are not forthcoming, or are otherwise limited, the County may immediately terminate or modify this Agreement without penalty.  This Agreement is a critical service need and authorization to proceed is recommended.

 

A copy of the amendment to Agreement MA-063-12010116, the Revised Scope of Work, Compensation/Payment Schedule and Sole Source are on file with the Clerk of the Board.

 

 

 

FINANCIAL IMPACT:

 

The proposed amended Master Agreement would be funded with 8.2% General Fund, 60.1% Federal, and 31.7% State Funds.  The Federal and State dollars are comprised of the CalWORKs Single allocation and the Adult Protective Services allocation.
