SUMMARY:
Resources and Development Management Department (RDMD) requests approval of plans and special provisions for slurry seal of various streets in Orange County.
BACKGROUND INFORMATION:
As part of the annual Special Maintenance Program, the Operations and Maintenance Division proposes to slurry seal various unincorporated local, collector, and arterial streets throughout Orange County. The slurry seal will consist of a mixture of emulsified asphalt and fine aggregate applied as a liquid seal about 1/8" thick over the existing pavement surface. Slurry seals are used as a preventative maintenance operation and are considered effective in extending the life of pavements. Streets were selected from a priority list generated from the Orange County Pavement Management System (OCPMS) database which processes unique data for each street (field evaluations, average daily traffic, and maintenance costs) and aids in determining streets that are best suited for this type of project. Streets are typically in need of a slurry seal on 7-year intervals and resurfacing on 21-year intervals. The pavement management system allows RDMD to consider data unique to each street to prioritize preventative maintenance actions, depending on the street condition.
The proposed contract consists of slurry sealing the existing pavement of various streets within the unincorporated County of Orange areas, specifically the Midway City, Rossmoor, Santa Ana Heights, and Sunset Beach areas. Prior to the slurry seal, deteriorated pavement will be removed and replaced, and cracks will be filled. The rubberized slurry seal designated for this project consists of ground tire rubber added to the slurry mix, a recycling process that contributes to a decrease of tires within landfills.
During construction, arterial highways will be reduced to one lane of travel for brief periods as required by the contractor. These temporary closures may occur over a period of 4 to 6 hours and will only be permitted during designated working hours as described in the Traffic and Access section of the special provisions. All ingress and egress access will be closed for short periods during the slurry seal operation, but will be opened at the close of the work day. Local school bus activity (if any) will be maintained during the morning and afternoon routes according to working hour restrictions, and community and regional bus services will be notified regarding construction activity to address setting temporary bus stops off site, if required. Aside from the brief closures, the road will be fully functional throughout the road construction period.
All the streets listed within the special provisions include requirements for the implementation of the County of Orange Drainage Management Plan, Section 7, and the required Best Management Practices (BMPs) for the types of work included in the project.
Funding for this project will come from Proposition 42 Funds. Proposition 42 was passed by voters in 2002 and amends the state constitution to dedicate sales tax on gasoline to cities and counties for maintenance projects.
