RECOMMENDED ACTION(S)

 

 

1.

Approve the following recommended appointments to the Orange County HIV Planning Council for the term ending December 31, 2008: Rosalia Galvan (Santa Ana).

 

2.

Approve the following recommended appointments to the Orange County HIV Planning Council for the term ending December 31, 2009: Dianna Daly (Huntington Beach); Alfonso Guerrero (Garden Grove); Sylvia Mata (Fullerton); Steven Power (Tustin); Elizabeth Styffe (Lake Forest); and Liz Voelkert (Sacramento, State Office of AIDS).

 

 

 

 

SUMMARY:

 

The Health Care Agency requests approval of the appointment of seven new applicants to the Orange County HIV Planning Council. 

 

 

 

BACKGROUND INFORMATION:

 

The purpose of the Orange County HIV Planning Council (Council) is to provide recommendations to the Health Officer and to serve as the HIV Health Services Planning Council and the HIVCARE Consortium as mandated by the Ryan White Treatment Modernization Act of 2006 (formerly, the Ryan White CARE Act).  In addition, the Council develops recommendations regarding Housing Opportunities for Persons Living with AIDS (HOPWA) funds that are contracted to the County by the City of Santa Ana.

 

The Council approved these recommended appointments in consideration of specific mandated membership requirements by the Ryan White HIV/AIDS Treatment Modernization Act, the Council's bylaws and the needs of the Council.  Summarized below are the reasons why each member has been recommended to the Board of Supervisors for appointment. 

 

Dianna Daly was a member of the Council from 1995-2000.  She now works for CalOptima, State Medicaid Agency, as a project manager assuring members living with HIV receive accessible and quality care.  Dianna fulfills the mandated membership category of State Medicaid Agency. 

 

Rosalia Galvan holds a Master of Science degree in Counseling-Marriage and Family Therapy from California State University, Long Beach.  She is a program coordinator for the Delhi Center, a community based organization that provides a variety of services to individuals and families  affected by HIV/AIDS.  Rosalia fulfills the membership category of General Community Member. 

 

Alfonso Guerrero has an extensive background in working with the Latino community on HIV testing and prevention.  He is a program coordinator for The Center Orange County, a community-based organization that provides a variety of HIV/AIDS services.  Alfonso fulfills the membership category of General Community Member. 

 

Steven Power has been an affiliate member of the Council since 2003.  He has also volunteered at HIV/AIDS related service organizations for many years and fulfills the mandated membership category of Unaligned Consumer. 

 

Sylvia Mata previously served on the Council from 2003 to 2007.  She also served as Chair and Vice Chair of the Council.  She fulfills the mandated membership category of Unaligned Consumer. 

 

Elizabeth Styffe is the Director of the HIV/AIDS Initiative at Saddleback Church which serves residents throughout Orange County who are infected or affected by HIV/AIDS through care, support and advocacy.  Elizabeth fulfills the mandated membership category of Non-elected Community Leader. 

 

Liz Voelkert works for the California Department of Health Services, State Office of AIDS.  She works as the HIV Care Branch Liaison and fulfills the mandated membership category of State (Part B) Agency.
