Authorize the Director of the Resources and Development Management Department (RDMD), or designee, to negotiate agreements with the selected firms in the listed order as the needs for services arise and to submit the agreements to the Board for approval per Board policy. |

SUMMARY:
Approval of selected consulting firms for on-call services will benefit Orange County with improved water quality, water supply, flood control, habitat and recreation.
BACKGROUND INFORMATION:
The Watershed and Coastal Resources Program of RDMD requires architect-engineer services to implement watershed projects throughout the County. Many of the projects will have short or restricted schedules due to grant funding or other deadlines. A slate of consultants approved in 2004 has now expired.
A request for Statements of Qualifications (SOQs) for coastal engineering, water quality improvement, watershed management, and water quality monitoring and analysis services was posted on the County of Orange Website on July 24, 2007 and submittals were due on September 6, 2007. The solicitation stated that the maximum amount of any contract would be $300,000 and that qualifying for the on-call list did not imply a guarantee of work. A copy of the ranking sheet with criteria was included in the posting.

Each SOQ was reviewed by a panel of County employees using the County approved ranking form and process. All firms were evaluated and scored by the panel. Firms were evaluated based on their watershed experience required in the solicitation, demonstrated relevant project experience, and performance history. Based on the limited amount of work anticipated in the next few years and the ranking results, the panel recommends the firms that were best qualified to perform the desired services.
Compliance with CEQA: The subject project is Statutorily Exempt from the provisions of CEQA pursuant to Section 15262 of the CEQA Guidelines.
