RECOMMENDED ACTION(S):

 

 

1.

Find that Final EIR No. 538, previously certified by the Board of Supervisors on February 2, 1993 and approved on April 29, 2003 for the Katella Super Street Project reflects the independent judgment of the County of Orange and satisfies the requirements of CEQA for the Memorandum of Understanding, Amendment 1 to Katella Avenue Corridor Agreement, which is a necessarily included element contemplated as part of the larger action.

Approve Memorandum of Understanding, Amendment No. 1 to Agreement No. C-1-2466 with the Orange County Transportation Authority extending the term six months to June 30, 2013 for the Katella Avenue Corridor Traffic Light Synchronization Program Project.

 

 

 

 

 

SUMMARY:

 

Approval of Memorandum of Understanding, Amendment No. 1 to Agreement No. C-1-2466 with the Orange County Transportation Authority extending the term of the agreement six months to June 30, 2013 to allow for the Katella Avenue Corridor Project completion will support the implementation of the Traffic Light Synchronization Program and significantly improve traffic flow; reduce congestion, fuel consumption, and vehicle emissions; and enhance public safety.

 

 

 

BACKGROUND INFORMATION:

 

On May 24, 2011, your Board authorized the County to enter into a Memorandum of Understanding C-1-2466 (Agreement) with the Orange County Transportation Authority (OCTA) for the Katella Avenue Corridor Traffic Light Synchronization Program (TLSP) Project. The request for subject amendment was made by OCTA acting as the lead agency on November 28, 2012.

 

The Agreement identifies the individual responsibilities of OCTA and the cooperating agencies as well as mutual responsibilities of all the parties in support of improving transportation opportunities and the implementation of this TLSP project.

 

The Katella Avenue Corridor TLSP Project extends from the Los Angeles County Line in the city of Los Alamitos eastward to the intersection of Santiago Canyon Road and Cannon Street in the city of Orange and includes approximately 58 traffic signals. The cooperating agencies for the Katella Avenue Corridor Project are the County, Caltrans, and the cities of Anaheim, Cypress, Garden Grove, Los Alamitos, Orange, Stanton, and Villa Park.

 

The project includes hardware and software upgrades to traffic controllers; traffic telecommunication and inter-tie systems; and central traffic master controllers and associated systems. The traffic signal at the intersection of Katella Avenue and Garza Avenue is the only signal located within County jurisdiction.

 

The recommended Amendment No. 1 to Agreement No. C-1-2466 with OCTA extends the Agreement through June 30, 2013 to allow for project completion without any change to the agreed upon obligations as illustrated in Attachment A.

 

Compliance with CEQA: This project is a necessarily included element of the projects considered in Final EIR No. 538, certified by the Board of Supervisors on February 2, 1993 and approved on April 29, 2003 for Katella Super Street project adequately addressed the effects of the Katella Avenue Smart Street Improvements. No substantial changes have been made in the project, no substantial changes in the circumstances under which the project is being undertaken and no new information of substantial importance to the project which was not known or could not have been known when the Final EIR No. 538 was certified has become known therefore no further environmental review is required.
