RECOMMENDED ACTION(S):
Appoint Mr. Michael Ryan as Director of the Social Services Agency effective January 28, 2014.
SUMMARY:
The County Executive Office conducted a recruitment to fill the vacancy resulting from the retirement of Dr. Michael Riley, and four candidates were interviewed on January 9, 2014; the interview panel and County Executive Office unanimously recommend Mr. Michael Ryan, Chief Deputy Director of SSA, as the next Agency Director.
BACKGROUND INFORMATION:
Upon notification from Dr. Michael Riley of his intention to retire as County Social Services Agency Director, the CEO’s office initiated a nationwide recruitment for the position. Thirty-one applicants were screened for experience in leading a large and complex organization, which resulted in interviews of 4 finalists on January 9, 2014. The candidates included two internal and two external candidates. The three member panel included Dr. Michael Riley, Director, Social Services Agency (SSA); Mark Refowitz, Director, Health Care Agency; and Susan von Zaber, Director, Riverside County Department of Public Social Services.
It is the unanimous decision of the committee and the County Executive Office to recommend Michael Ryan, Chief Deputy Director of SSA, as the next director of the Social Services Agency.
Mike Ryan has over 30 years of experience working in in the Social Services field. In his 24 years at SSA, he has served as the Director of the Orangewood Children & Families Center, Deputy Director of Children and Family Services, Director of Children Family Services, and most recently the Chief Deputy Director of SSA. He received his Bachelors of Science in Psychology from the University of Washington and earned his Master’s in Counseling Psychology from California State University, San Bernardino.
The Welfare & Institutions Code § 10801 and the Orange County Codified Ordinances 1-2-172 require that the Director of the Social Services Agency be appointed by the Board of Supervisors.
If approved, this appointment would be effective immediately. Mike Ryan has been serving as the Interim SSA Director since Dr. Riley retired on January 9, 2014.
