RECOMMENDED ACTION(S):

 

Authorize the County Purchasing Agent or his authorized Deputy to execute Agreement MA-012-13012260 with Baker & Taylor, Inc. for the provision of collection analysis services commencing on February 1, 2014 through January 31, 2017, in an amount not to exceed $75,000.

 

 

 

 

SUMMARY:

 

Authorization to execute the Agreement MA-012-13012260 with Baker & Taylor, Inc. will support OC Public Libraries in providing an effective software solution using evidence-based data for analyzing, maintaining, shifting, and supplying our library system’s collections to meet diverse patron demands.

 

 

 

BACKGROUND INFORMATION:

 

CollectionHQ (CHQ) is a collection analysis technology developed for libraries by Bridgeall Libraries Limited, a wholly-owned subsidiary of Baker & Taylor, Inc.  CHQ is currently being used by 153 North American public library systems, including New York Public Library, San Francisco Public Library, and San Diego County Library.  CHQ extracts data from any integrated library system and also creates a data-driven plan to build and deploy a library’s physical collection.

 

CHQ helps OC Public Libraries staff make a clear distinction on the type and quantity of materials that need to be purchased in order to meet patron demand.  The software exists independently from our integrated library system (ILS). This software is a Cloud service provided by the vendor. This solution will use the ILS’ circulation statistics so that branch staff can access a snapshot of their branch circulation patterns at any time.  This is a Sole Source Agreement and these services are available from no other source.  Baker & Tayler, Inc. provides OC Public Libraries with proprietary CHQ, no other vendor can provide these services.

 

This Agreement enables OC Public Libraries to more effectively and efficiently manage its libraries’ collections by better understanding use patterns per library, and therefore allowing each branch library to be tailored to the needs of the community. It will also increase the returns on the yearly financial and material investments made to meet our County’s library users’ needs.
