RECOMMENDED ACTION(S):

 

 

1.

Find that approval of the plans and specifications for the Caspers Wilderness Park Water Line Replacement project and advertising the project for bid is Categorically Exempt from CEQA pursuant to CEQA Guidelines Sections 15301 (Existing Facilities), 15302 (Replacement or Reconstruction) and 15308 (Actions by Regulatory Agencies for Protection of the Environment).

 

2.

Approve plans and specifications for the Caspers Wilderness Park Water Line Replacement project on file at the OC Community Resources Central Project Office, a copy of which is on file at the Clerk of the Board's office.

 

3.

Authorize the OC Community Resources Director or designee to sign the plans and specifications for the County.

 

4.

Authorize the Clerk of the Board to advertise the Caspers Wilderness Park Water Line Replacement project for bids with a bid opening date of March 12, 2014 at 2:00 p.m.

 

 

 

 

SUMMARY:

 

Approval of the plans and specifications and authorization to advertise the Caspers Wilderness Park Water Line Replacement project for bids will support the replacement of deteriorated lines with new lines in order to maintain existing water capacity and usage levels throughout the park.

 

 

 

BACKGROUND INFORMATION:

 

Caspers Wilderness Park, located in unincorporated Orange County territory east of San Juan Capistrano, is served by several domestic water lines underneath paved and dirt roads within the park. The water lines are approximately 35 years old and are in a significant state of deterioration, requiring frequent repairs. The Caspers Wilderness Park Water Line Replacement project involves approximately three miles of existing lines and includes installation of a 6-inch line from the water tank to the park and lines of various sizes for domestic and fire purposes to serve the park’s campgrounds and day use areas and its ranger office/nature center and maintenance yard.

 

The plans and specifications for the Water Line Replacement project have been reviewed with OC Public Works, and they conform with County standards. This project will maintain existing capacity and usage levels throughout the park. A copy of the project documents are on file at the Clerk of the Board's Office.

 

Compliance with CEQA: The recommended actions are Categorically Exempt from the provisions of CEQA pursuant to Sections 15301 (Class 1 – Existing Facilities), 15302 (Class 2 – Replacement or Reconstruction) and 15308 (Class 8 – Actions by Regulatory Agencies for Protection of the Environment) because they involve improvement of an existing facility for protection of the environment.
