RECOMMENDED ACTION(S):

 

 

1.

Award contract to John S. Meek Company, Inc.  in the amount of $1,422,051 for the construction of Island Way Roadway and Bridge Rehabilitation Project.

 

 

2.

Authorize the Chairman of the Board to execute the contract with John S. Meek Company, Inc. when the required bonds and insurance certificates have been submitted and approved by County Executive Office / Risk Management and County Counsel.

 

3.

Authorize return of bid security to all bidders after contract execution.

 

 

 

 

SUMMARY:

 

Awarding the contract to John S. Meek Company, Inc. in the amount of $1,422,051 for the construction of Island Way Roadway and Bridge Rehabilitation Project (Project) will extend the service life of the bridge and roadway section within the Project limits.

 

 

 

 

 

BACKGROUND INFORMATION:

 

The Project, from Dana Point Harbor Drive to Dana Drive, is located within the County unincorporated area of Dana Point Harbor.  The existing road is a two-lane street with one through lane in each direction.  The existing bridge, which spans over Dana Cove, was constructed in 1969 and seismically retrofitted in 2001.

 

The existing roadway pavement within the Project area is deteriorating and the existing crosswalk has no curb ramps. Cracks and concrete spalls are developing on the existing bridge piers due to the corrosive marine environment. The proposed Project will remove and replace the existing pavement to enhance traffic movement; resurface the bridge deck to repair delaminated concrete; construct new curb ramps at existing crosswalk to improve pedestrian access and to comply with the Americans with Disabilities Act standards; and repair cracks and spalls and install protection mechanism on the bridge piers to suppress future corrosion.

 

On June 26, 2012, the Board approved Amendment No. 2 to the State Proposition 1B Local Streets & Roads (LSR) Fourth Allocation Project List, which included the Project. The expenditure deadline for the Fourth Allocation is June 30, 2014.  Funds not expended by June 30, 2014 are to be returned to the State.

 

On October 22, 2013, the Board took California Environmental Quality Act action and approved the Plans and Special Provisions and set bid opening date for this project.  Bids were opened on December 4, 2013.  A summary of bids received and the Engineer’s Estimate is as follows:

The lowest responsible bid was submitted by John S. Meek Company, Inc. and was approximately 29 percent ($316,855) higher than the Engineer’s Estimate.  OC Public Works analyzed the bids and found that, with the exception of Santa Margarita Construction Corp. who bid consistently high on several items, no anomalies were discovered and discrepancies were consistent with normal variances in a competitive bidding environment.  Staff attributes the higher bids to the relatively short construction duration of 45 days and specialized work needed to dewater in preparation for the work on bridge piers.  The short construction duration is related to regulatory permit requirements and coordination with planned harbor activities at the marina in March 2014. Therefore, staff recommends awarding the construction Contract to John S. Meek Company, Inc. (Contractor).

 

The Contractor's License No. 709151 was verified as current and active through the Contractor's State License Board database on December 4, 2013. A copy of the verification is on file. The Contractor is known to have successfully completed similar public works projects for the California Department of Transportation and other cities in Southern California and is considered a responsible contractor.

 

Compliance with CEQA: The subject Project was previously determined to be Categorically Exempt from the California Environmental Quality Act (CEQA) per section 15301 (Class 1) of the CEQA Guidelines, which provide for the exemption for maintenance and rehabilitation of existing public facilities or structures, at the time the Plans and Special Provisions were approved and bid opening was set on October 22, 2013.  Based upon the prior Board action, no new CEQA finding or Notice of Exempt is required for the action taken herein.
