RECOMMENDED ACTION(S):
Approve the amended 2013-14 Agreement No. EPO 13-32 with the California Department of Public Health which includes additional funding for Center for Disease Control Public Health Emergency Preparedness Grant, State General Fund Pandemic Influenza grant, and Health and Human Services Hospital Preparedness Program from $3,650,707 to $4,490,159.
SUMMARY:
The Health Care Agency requests approval of the amended 2013-14 Agreement No. EPO 13-32 with the California Department of Public Health for Center for Disease Control Public Health Emergency Preparedness, State General Fund Pandemic Influenza, and Hospital Preparedness Program grant funding.
BACKGROUND INFORMATION:
The County of Orange’s health emergency preparedness efforts are annually supported by Federal and State grants combined in an agreement with the California Department of Public Health (CDPH). This agreement has been executed annually since 2001 and was last approved by your Honorable Board on September 17, 2013 in the amount of $3,650,707.
On November 21, 2013, the Health Care Agency was notified by CDPH that the current Agreement would be amended to add past years' carry forward amounts to the total allocation, increasing the Agreement by $839,452 for a new allocation of $4,490,159. This amended Agreement allows the Health Care Agency to accept the additional funding allocation. Three specific grant components are included within the agreement. The Public Health Emergency Preparedness Grant increases by $517,984.35 for a new allocation in the amount of $2,701,450.35. The Hospital Preparedness Program increases in the amount of $321,467 for a new allocation in the amount of $1,285,432. There are no rollover dollars for the State General Fund Pandemic Influenza Program so there is no change in funding allocation for this program. The increased funding will result in the ability to maintain outreach efforts to medical and health partners, the number of disaster exercises, and the Agency's participation in Operational Area activities.
This Agreement contains an Intellectual Property Indemnification provision for the State, which is not applicable as there is no Intellectual Property involved in this Agreement. CEO/Risk Management has reviewed and approved this provision as it presents no risk to the County.
The Health Care Agency requests your Board approve the amended agreement with the California Department of Public Health, as referenced in the Recommended Action.
FINANCIAL IMPACT:
This Grant Agreement is included in the Health Care Agency's FY 2013-14 Current Budget.
