RECOMMENDED ACTION(S):

 

 

1.

Award contract to All American Asphalt in the amount of $352,352 for the construction of Riverside Drive and Redlands Drive Improvements Project.

 

2.

Authorize the Chairman of the Board to execute the contract with All American Asphalt when the required bonds and insurance certificates have been submitted and approved by County Executive Office / Risk Management and County Counsel.

 

3.

Authorize return of bid security to all bidders after contract execution.

 

 

 

 

SUMMARY:

 

Awarding the contract to All American Asphalt in the amount of $352,352 for the construction of Riverside Drive and Redlands Drive Improvements Project (Project) will improve drainage and pavement conditions within the Project limits.

 

 

 

 

 

BACKGROUND INFORMATION:

 

The proposed Project is located along Riverside Drive and Redlands Drive, at Mesa Drive, in the unincorporated County area adjacent to the Cities of Costa Mesa and Newport Beach.

 

Riverside Drive and Redlands Drive are lined with 22 mature Shamel Ash trees, which are known for their aggressive root system. The tree roots have caused damage to the existing pavement and rolled curbs, resulting in localized ponding. Pavement maintenance has been deferred for these streets for several years as maintenance work would require tree removals. County staff worked closely with certified arborists to evaluate the condition of the existing trees. All 22 trees were recommended for eventual removal due to various stages of internal decay. Recognizing that the residents might have concerns regarding a large scale of tree removal, County staff conducted a public meeting on July 2, 2013 and offered the residents the option to either protect and monitor their trees for future removal or remove and replace their trees as part of the Project. County staff coordinated with each resident individually regarding their preference to protect or replace their tree. The residents expressed their pleasure with the County’s coordination efforts and approach concerning the disposition of the trees.

 

Eight of the 22 trees will be removed and replaced with County approved street trees, such as Crape Myrtle, Australian Willow, etc.  The remaining 14 trees will be protected and monitored annually for future removal and replacement.  To prolong the life of these remaining trees, their roots will be pruned and their canopies will be trimmed to reduce the probability of the trees failing.  The proposed Project will reconstruct the roadway pavement, curb and gutters, and driveway approaches.

 

On June 26, 2012, the Board approved Amendment No. 2 to the Proposition 1B Fourth Allocation Project List including the Riverside Drive and Redlands Drive Improvements Project.  The expenditure deadline for the Fourth Allocation is June 30, 2014.  Funds not expended by the June 30, 2014 deadline are to be returned to the State.

 

On October 22, 2013, the Board approved the Plans and Special Provisions and set the bid opening date for this Project.  Bids were opened on November 20, 2013.  A summary of bids received and the Engineer’s Estimate is as follows:

*          Mathematical correction to bid proposal; does not affect bid standing.  The referenced bidder made an error in multiplication of the estimated quantity and their bid unit price and an error in addition of the extended total column.

 

The low bid submitted by All American Asphalt for this Project is approximately 26 percent ($123,928) below the Engineer’s Estimate.  The average of the eight bids is approximately 10 percent ($48,211.63) below the Engineer’s Estimate.  OC Public Works has reviewed the estimate and verified that the difference is not the result of errors or omissions in the estimate, but is rather attributed to highly competitive bidding for public projects given current economic conditions.

 

The All American Asphalt's Contractor License No. 267073 was verified as current and active through the Contractors State License Board database on November 22, 2013.  A copy of the verification is on file.  All American Asphalt is known to OC Public Works as a responsible contractor having successfully completed similar public works projects for the County, such as Fairhaven Avenue asphalt overlay resurfacing from Hewes to Prospect, and El Toro Road asphalt overlay from Glenn Ranch to Ridgeline.

 

Compliance with CEQA: The subject Project was previously determined to be Categorically Exempt from the California Environmental Quality Act (CEQA) per sections 15301 & 15304 (Classes 1 and 4) of the CEQA Guidelines, which provide for the exemption for minor alterations to public facilities or structures involving negligible or no expansion of use beyond that already existing (Class 1) and provide for the minor public or private alterations in the conditions of land (Class 4) at the time the Plans and Special Provisions were approved and bid opening was set on October 22, 2013.  Based upon the prior Board action, no new CEQA finding or Notice of Exempt is required for the action taken herein.
