SUMMARY:
Approval of Cooperative Agreement No. C-3-2082 with the Orange County Transportation Authority, the City of Rancho Santa Margarita, and the County of Orange for the Antonio Parkway Corridor Traffic Signal Synchronization Project in an amount of $207,594 will support the implementation of the Regional Traffic Signal Synchronization Program by significantly improving traffic flow and signal operations; reducing congestion; fuel consumption and vehicle emissions; and enhancing public safety.
BACKGROUND INFORMATION:
On October 23, 2012, the Board approved the grant application submitted to the Orange County Transportation Authority (OCTA) and adopted a resolution for the County to participate in the Renewed Measure M (M2) Regional Traffic Signal Synchronization Program (RTSSP) for the Antonio Parkway Corridor Traffic Signal Synchronization Project (Project). The purpose of this grant is to fund the major portion of the synchronization costs associated with the coordination of traffic signals along the Antonio Parkway Corridor.
The RTSSP is administered by OCTA and provides funding for the coordination of traffic signals across jurisdictional boundaries. Projects are funded for a grant period of three years with a required 20 percent minimum local match of the total Project within each participating agency.
The proposed Project extends from State Route 74 (Ortega Highway) to Santa Margarita Parkway and will synchronize 25 traffic signals spanning approximately 10 miles and crossing three jurisdictional boundaries: the City of Rancho Santa Margarita, the County, and Caltrans. Along the Antonio Parkway Corridor, 12 of the traffic signals are located within the County's jurisdictional boundary at the intersections of Covenant Hills Drive, O'Neill Drive, Avendale Boulevard, Terrace Road, Windmill Avenue, Crown Valley Parkway, Station Way, Benjamin Drive, Oso Parkway, Sweetwater/Sable, Oaktree/Seacountry Lane, and Meandering Trail.
OCTA is the lead agency for implementing the synchronization plans. The Project includes signal coordination; communication and detection support; new/upgraded communication systems; new/upgraded detection; intersection/field modernization and replacement; and minor signal operation improvements. Traffic signals will be upgraded based on the equipment needs of each agency. The County will receive new traffic signal controllers; an emergency vehicle preemption system; installation of interconnect cable for communications; closed circuit television cameras; and new central monitoring system software. The City of Rancho Santa Margarita will receive new traffic signal controllers; countdown pedestrian indications; and the installation of interconnect conduit/cable into their City Hall. No improvements were identified for Caltrans. The Project is expected to start in FY 2014-15.
The County was the lead agency in preparing and submitting the grant application to OCTA. Per the grant application, the total cost of the project is $1,446,150 and the total M2 RTSSP grant amount awarded was $1,156,920 (County: $830,376 and City/Caltrans: $326,544) with the total required local match of $289,230 (see Attachment A), $207,594 from the County and $81,636 from the City and Caltrans. Cooperative Agreement C-3-2082 identifies the responsibilities of OCTA and the jurisdictions along the corridor, as well as the mutual responsibilities of all parties in support of improving transportation opportunities with the successful implementation of the Project.
Compliance with CEQA: The proposed Project is Categorically Exempt (Class 1) from the provisions of CEQA pursuant to Section 15301, because it involves Cooperative Agreement for mutual responsibilities among parties in support of improving the use of existing facilities involving negligible or no expansion of use beyond that already existing.
