SUMMARY:
Approval of Agreement D09-108 with Pacific Advanced Civil Engineering, Inc. will provide for stream channel stability assessments and watershed master planning services to protect water quality and ensure regulatory compliance.
BACKGROUND INFORMATION:
OC Public Works requires specialty engineering services to assist with National Pollutant Discharge Elimination System (NPDES) permit compliance. On February 5, 2008, your Board approved a ranked selection list of Architect-Engineer firms for on-call watershed management services and authorized OC Public Works to negotiate contracts with the firms in the ranked order. Pacific Advanced Civil Engineering, Inc. is the third firm on the on-call list for watershed management services, the prior two firms have been awarded contracts.
The County of Orange, Orange County Flood Control District, and cities in Orange County first received municipal NPDES permits in July 1990 from the Santa Ana and San Diego Regional Water Quality Control Boards (RWQCBs). The Orange County Stormwater Program is the collaborative means for these 36 Permittees to achieve compliance. The County serves as the Principal Permittee for the program. Permits were reissued in 1996, 2002, and again in 2009, each time mandating significantly increased complexity to the Orange County Stormwater Program.
On May 22, 2009, the Santa Ana RWQCB issued its new permit with a requirement to address hydrologic conditions including the erosion and/or destabilization of streams due to changes in runoff patterns caused by land use changes. Watershed Master Plans are required to address hydrologic and other issues for each watershed. Slightly different requirements are included in the San Diego RWQCB permit, adopted on December 16, 2009. Specialty engineering services are needed to assist the Orange County Permittees with the following:

Identification and mapping of alluvial channels and riparian and aquatic habitats susceptible to hydromodification; |
b. |
Identification and mapping of areas where stormwater and urban runoff infiltration is possible and appropriate; and |
c. |
Developing tools to enable proponents of land development projects to readily select site design Best Management Practice measures to prevent and mitigate negative impacts from stormwater runoff. |
The term of this agreement is three years commencing from the date of Board execution.
