RECOMMENDED ACTION(S):
Authorize the Purchasing Agent or designee to execute Contract CT 012-10010312 with UCI Extension for Project Management training, effective January 26, 2010 to January 25, 2011, in an amount not to exceed $96,000.
SUMMARY:
Authorizing the Purchasing Agent to execute the contract with UCI Extension for Project Management training will enable OC Parks to more effectively complete its projects and provide improved facilities for the public.
BACKGROUND INFORMATION:
Through individual one-year contracts, OC Parks has utilized the University of California, Irvine (UCI) Extension to provide Project Management training for eligible OC Parks employees. The training is offered at the UCI Extension Learning Center in Orange and is tailored specifically to the needs of OC Parks. A specific instructor, Jan Birkelbach, has been dedicated exclusively for OC Parks training over the past two years. To date, fifty OC Parks employees have attended one or more classes.
To continue training into 2010, OC Parks has negotiated a new contract with UCI Extension (Exhibit A) that would increase the number of courses offered from six to eight and would enable an additional twenty-five OC Parks employees to participate. The contract amount is $96,000 for a one-year term.
UCI Extension sucessfully participated in a competitive selection process several years ago when the CEO/CIO conducted the initial RFP for Project Management Training. UCI Extension has provided Project Management Training for several County employees to date. An off-site computer-equipped lab and classroom provide for close easy access for OC Parks employees. The justification for this sole source contract is provided in Exhibit B. It should be noted that resolution of any disputes arising from the contract shall be resolved by arbitration through JAMS (Clause 9 - Governing Law and Venue). The contract has been reviewed and approved by CEO/Risk Management.
