Authorize the County Purchasing Agent or his authorized Deputy to execute Contract MA-0080-11010985 with Quality Fence, Inc. for repairs to fences and gates on various County facilities commencing on February 1, 2011 through January 31, 2012 in an amount not to exceed $200,000 with the option to renew annually for four one-year periods per Board policy. |
SUMMARY:
Authorizing the County Purchasing Agent or his authorized Deputy to execute Contract MA-080-11010985 with Quality Fence, Inc. in an amount not to exceed $200,000 will provide for repairs to damaged fences and gates at County road and flood control facilities.
BACKGROUND INFORMATION:
The current workload for necessary fence and gate repairs exceeds the availability of the County's in-house work force and using a private service will allow for timely repair of damaged fences and gates at County road and flood control facilities throughout Orange County.
On September 28, 2010, OC Public Works issued an Invitation for Bids for Fence and Gate Repair through the County's on-line bidding system, BidSync. Three hundred thirty-six vendors were notified with approximately 43 vendors viewing the IFB. Six proposals were received, and based on the unit cost of 23 pre-determined bid items in the bid proposal; the following provides a summary of bids received.

After analysis of the bids by OC Public Works Procurement Services, staff concluded that Quality Fence is the lowest, responsive, responsible bidder and execution of contract is recommended. The proposed Contract contains language that permits reductions or termination of the Contract immediately without penalty if approved funding or appropriations are not forthcoming. This Contract will provide a critical service need for repairs of fences and gates to the Road and Flood Control facilities throughout Orange County. The low bidder's performance record has been reviewed and found satisfactory.
