RECOMMENDED ACTION(S):
Authorize the Clerk-Recorder or designee to issue and execute a contract with Corelogic Solutions, LLC for the creation and mailing of Property Fraud Prevention Courtesy Notices, effective Jan. 1, 2013, through and including Dec. 31, 2013, for an amount not to exceed $216,000 per year, plus two additional one-year optional renewal periods per Board policy.Cost of current year plus two additional years would total $487,860.
Authorize the Clerk-Recorder or designee, if necessary, to exercise a contingency cost increase representing no more than 10% of the obligation of the Agreement, representing a total contingency for three years of $48,786, for a contract total not to exceed $536,646.
SUMMARY:
The Orange County Clerk-Recorder Department requests award of contract for the creation and mailing of Property Fraud Prevention Notices to listed grant deed owner(s) of real property in Orange County, when said grant deeds are recorded in Orange County. The proposed contract with Corelogic Solutions LLC is for an amount not to exceed $216,000 per year, plus two additional one-year optional renewal options with a 10% contingency if necessary.
BACKGROUND INFORMATION:
For the past several years, the Clerk-Recorder Department has mailed courtesy notices alerting property owners when a grant deed is recorded on their property. This action was taken in response to a recommendation by the 2005-2006 Orange County Grand Jury. We would like to continue this process of protecting Orange County property owners against potential real estate fraud. Property owners have indicated that they appreciate this service.
So far, we have mailed an average of 6,500 notices a month to property owners alerting them to documents attached to their deeds, including liens. This program has allowed us to notify 100% of affected property owners alerting them to transactions affecting their real estate.
The Clerk-Recorder Department issued an Invitation For Bid (IFB #059-610917-CP) for companies to respond regarding providing courtesy notice preparation and mailing. Two companies responded: Data Trace Information Services LLC and CoreLogic Solutions LLC. Of the two companies, CoreLogic Solutions LLC was the lowest bidder. Additionally, CoreLogic Solutions is the existing vendor for preparing and distributing the courtesy notices, and has provided the department with excellent service.
The Contractor acknowledges funding or portions of funding for this Agreement may be contingent upon State and Federal budget approval; receipt of funds from, and/or obligation of funds by State of California or the Federal government to the County; and inclusion of sufficient funding for the services hereunder in the budget approval by the County’s Board of Supervisors for the term of this Agreement. If such approval, funding or appropriations are not forthcoming, or are otherwise limited, the County may immediately terminate or modify this Agreement without penalty.
FINANCIAL IMPACT:
Funding for this project is budgeted in the FY12-13 budget for Clerk-Recorder Fund 059.
