RECOMMENDED ACTION(S):

 

Authorize the County Purchasing Agent or his authorized Deputy to execute Amendment Four to Contract MA-060-12011434 with Pacific Maritime Industries Corporation for mattress purchase and re-cover services, to increase the monetary limit by $125,000 for a new annual amount not to exceed $430,000 for the period ending 6/28/13, renewable for two years per Board policy.

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests approval of an amendment to the contract with Pacific Maritime Industries Corporation for purchase of new jail mattresses and re-cover services for County-owned mattresses, increasing the monetary limit and renewing the contract for a one-year period.

 

 

 

BACKGROUND INFORMATION:

 

The contract with Pacific Maritime Industries Corporation provides for the purchase of new jail mattresses and for re-covering and repair of existing County-owned jail mattresses, which is required by law for the health and welfare of inmates.  The contract was approved by the Board in June 2010 after a competitive bid process, in the amount of $185,000, renewable for four years in the same annual amount.  Amendment One to the contract was issued administratively to correct a clerical error. 

 

Over the past few years, portions of the County jail system have been closed due to budget cuts.  The mattresses from the closed areas were surveyed, and those that were determined to be unusable were taken out of circulation.  When the contract with Pacific Maritime Industries was originally approved, the scope of work reflected a lower number of occupied jail beds due to the closures.  Since that time previously closed portions of the jail system have reopened, in part because of the agreement with U.S. Immigration and Customs Enforcement (ICE) to house ICE detainees in the County jail system.  Because the purchase and re-covering of mattresses had been deferred it became necessary to replace and/or repair a large number of mattresses.  Amendment Two to the contract, approved in April 2011, increased the monetary limit of the contract by $55,000 for the year ending June 28, 2011, for a new annual amount not to exceed $240,000. The monetary increase was necessary to accommodate this increase in demand for mattresses and mattress re-covering and repair services. The amendment also increased the monetary limit for the four renewal years, resulting in a new annual amount of $210,000.

 

In October 2011, as a result of the increase in jail population caused by AB 109, the demand for new mattresses and mattress repair increased.  Amendment Three to the contract increased the monetary limit by $60,000 for a new total of $270,000 for the period ending 6/28/12, renewed the contract for the third year (6/29/12 through 6/28/13), and increased the annual monetary limit of the renewal years by $35,000 for a new amount of $305,000. 

 

Recently, demand for new jail mattresses and mattress repair and re-covering services has increased again due to the ICE Agreement.  Proposed Amendment Four will increase the monetary limit of the agreement by $125,000 for a new total not to exceed $430,000 for the period ending 6/28/13 and for the two remaining renewal years. 

 

 

 

FINANCIAL IMPACT:

 

Funding for this amendment is included in the Sheriff's FY 2012-13 budget.   A combination of revenue from Proposition 172, the federal government (ICE Agreement) and the State of California (AB109) is used to fund the contract.
