RECOMMENDED ACTION(S):

 

Authorize the County Purchasing Agent or his authorized Deputy to execute contract MA-060-13010885 with Thermo Electron North America, LLC for purchase and maintenance of controlled substances analysis equipment commencing on 1/8/13 and extending for three years from the date of installation, in an amount not to exceed $191,251.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests approval of a three-year contract with Thermo Electron North America, LLC for purchase and maintenance of a rapid drug identification and analysis system ("ToxSpec Analyzer") for analysis of controlled substances in an amount not to exceed $191,251.

 

 

 

BACKGROUND INFORMATION:

 

The OC Crime Lab requests the purchase of a ToxSpec Analyzer liquid chromatograph - mass spectrometer that will be used in the Crime Lab's Controlled Substances section.  This section analyzes narcotics, prescription drugs and unknown chemical substances.  This analyzer is needed to efficiently process more complicated cases including steroids, drug laced food products and complex drug structures including synthetic cannabinoids, known as "Spice".  Currently, the section must employ laborious techniques to determine many of these compounds using current technology. 

 

Competitive bids for this instrument were advertised on the Internet.  The lowest responsive bid was received from Thermo Electron North America, LLC, in the amount of $103,723 for purchase of a Thermo Electron ToxSpec Analyzer plus three years of maintenance at $29,176 per year, for a total contract price not to exceed $191,251 to be paid during the first year of the contract.

 

 

 

FINANCIAL IMPACT:

 

This purchase will be funded from asset forfeiture revenue received by the Sheriff's Department through the U.S. Department of Justice Asset Forfeiture Program.  Funding for the purchase is included in the FY 2012-13 budget for Budget Control 132, Sheriff's Narcotics Program.  The purchase is a budgeted fixed asset.
