RECOMMENDED ACTION(S):

 

 

Authorize Social Services Agency Deputy Purchasing Agent, or authorized Deputy, to execute Master Agreement MA-063-13010738 with The Center to Promote Healthcare Access, Inc., dba Social Interest Solutions for One-e-App hosted software ongoing maintenance support, effective February 1, 2013 through January 31, 2016, in an amount not to exceed $765,408, per Board policy.

 

 

 

SUMMARY:

 

Approval of the Agreement between Social Services Agency and The Center to Promote Healthcare Access, Inc., dba Social Interest Solutions (SIS) will provide ease of access to the social welfare resources available to struggling Orange County residents.  

 

BACKGROUND INFORMATION:

 

One-e-App (OEA) is an electronic preliminary eligibility determination and application system for a range of publicly funded health and human services programs such as Medi-Cal for children and pregnant women and Healthy Families (which are both submitted via the State-wide single point of entry electronic application system known as Health-e-App); Child Health and Disability Prevention Program (CHDP); CaliforniaKids; Kaiser Permanente Child Health Plan (CHP); California Work Opportunity and Responsibility to Kids (CalWORKs); Adult Medi-Cal; CalFresh (formerly known as Food Stamps); OC Cares; California Alternate Rates for Energy (CARE); Family Electric Rate Assistance (FERA); and Supplemental Nutrition program for Women, Infants and Children (WIC). The Orange County community and the Social Services Agency will benefit from this web based application that allows clients to apply for benefits online. The agreement with OEA was originally approved as a Sole Source agreement by your Board on June 26, 2007.  Since its inception in June 2008 through November 2012, OEA processed pre-eligibility screening for a variety of Social Services programs, as listed above, for approximately 68,962 children, resulting in the submission of 45,796 applications for benefits from over 30 locations County-wide. 

 

Jobless rates in Orange County are rising, and the need for publicly funded health and social services has grown exponentially.  Low to moderate income individuals and families must travel to many different government agencies to apply for programs for which they may be eligible and must provide the same information multiple times. Continuation of OEA will enable Orange County residents to apply for a variety of Federal and State programs from a single application.

 

The Social Services Agency (SSA) is returning to your Board to request approval to execute Master Agreement MA 063-13010738 with The Center to Promote HealthCare Access, Inc., dba Social Interest Solutions (SIS) for hosted ongoing maintenance support of OEA effective February 1, 2013 through January 31, 2016 in an amount not to exceed $765,408. Services included in this agreement for the OEA web based system hosted by SIS includes all required hardware maintenance, software maintenance, network access, application customization, and technical help-desk support.

 

SSA is requesting approval to establish a Sole Source agreement with SIS due to its satisfactory past performance, demonstrated expertise with the OEA application and because SIS is the only vendor that provides this service. County Procurement Office reviewed and approved the Sole Source/Proprietary Request Form.

 

It should be noted that the Master Agreement MA 063-13010738 terms and conditions and indemnification provisions are more limited than the County's standard terms and conditions and upon review County Counsel approved the Agreement.

 

The Contractor acknowledges funding or portions of funding for this Agreement may be contingent upon State and Federal budget approval; receipt of funds from, and/or obligation of funds by State of California or the Federal government to the County; and inclusion of sufficient funding for the services hereunder in the budget approval by the County’s Board of Supervisors for the term of this Agreement.  If such approval, funding or appropriations are not forthcoming, or are otherwise limited, the County may immediately terminate or modify this Agreement without penalty.  This Agreement is a critical service need and authorization to proceed is recommended.

 

FINANCIAL IMPACT:

 

This agreement is funded 57% by Federal, 30% by State, and 13% by County funds. The funding ratio is comprised of all SSA program funding allocations because of the generic supportive function.
