RECOMMENDED ACTION(S):
Approve Senior Citizens Advisory Council Bylaws amendment.
SUMMARY:
Approval of amended Senior Citizens Advisory Council Bylaws will update the document to include elements required by the California Department of Aging, strengthen council attendance requirements, and reflect current activities and organizational placement.
BACKGROUND INFORMATION:
The Senior Citizens Advisory Council (SCAC) is the advisory council to the Office on Aging as required by the Older Americans Act and Code of Federal Regulations. SCAC consists of forty volunteer citizens, including local elected officials, representatives of health care and supportive services provider organizations, persons with leadership experience, caregiver representatives and the general public. At least half of the council must be age 60 and above. The Board of Supervisors appoints twelve members, the City Selection Committee appoints ten members, and the council itself appoints the remaining eighteen members.
The last SCAC Bylaw revision was approved by your Board on October 7, 2008. The purpose of this proposed revision is to strengthen the attendance requirements of SCAC and its committees. Currently the Bylaws state that a member who fails to attend three consecutive meetings without previous notice or excuse shall automatically vacate his position. The proposed revision changes three consecutive meetings to three missed meetings within a calendar year.
The proposed revision also adds unpaid family caregivers to the list of those categories to be represented on the Council. The California Department of Aging instituted this requirement after the last revision was approved.
The proposed revision also updates department names to reflect current placement of the Office on Aging within the County organizational structure; cites the City Selection Committee as an appointing entity replacing the League of Cities; and removes reference to activities no longer applicable to the Council.
On October 25, 2011 your Board chose the City Selection Committee as an appointing entity to SCAC. SCAC approved the currently proposed revisions at its November 9, 2012 meeting.
