RECOMMENDED ACTION(S):

 

 

1.

Find that the subject request is Categorically Exempt from CEQA review pursuant to Section 15301 of the CEQA Guidelines since it involves maintenance of existing facilities..

 

2.

Authorize the County Purchasing Agent or his authorized Deputy to execute Contract MA-080-13010838 with HydroLynx Systems, Inc. for upgrades, maintenance and repair of the County's flood detection system, commencing on January 15, 2013 through January 14, 2018 in an amount not to exceed $123,500.

 

 

 

 

SUMMARY:

 

Authorizing Contract MA-080-13010838 with HydroLynx Systems, Inc. to provide upgrades, maintenance, and repair of the County’s Automated Local Evaluation in Real Time flood detection system will support hydrologic data dissemination during storm events and environmental regulatory compliance programs.

 

 

 

 

BACKGROUND INFORMATION:

 

The Automated Local Evaluation in Real Time flood detection system (ALERT system) monitors 338 meteorological sensors within Southern California (Santa Barbara, Ventura, Los Angeles, San Bernardino, Riverside, and Orange counties) including 130 sensors within Orange County operated by OC Public Works.  Using radio telemetry, the ALERT system provides real-time data from automatic rainfall, channel water level, and other meteorological sensors throughout the region. This allows continuous weather and channel information data to be disseminated and considered by storm operations personnel in deploying resources.  The ALERT system data also supports flood control infrastructure design, fluvial sediment monitoring programs, and other federally mandated water quality monitoring programs in Orange County.

 

The ALERT system comprises three computer base stations, three radio repeaters, 80 field stations, and supporting weather forecasting and imaging systems.  The proprietary operating software for the ALERT system and much of the base station and field station hardware are provided by HydroLynx Systems, Inc., a founder and recognized leader in ALERT system technologies.  HydroLynx Systems, Inc. software and field products have an exceptional history of performance as part of the ALERT system. 

 

Contract MA-080-13010838 will provide HydroLynx Systems, Inc. support for the ALERT system including software and firmware upgrades, diagnosis of system problems, and repairs of damaged equipment.  In addition, the Agreement will provide upgrades to the base station and repeaters in FY 2013-14 to allow the start of migration to a new national ALERT2 data protocol, which will provide improved reliability of data transmission during storm events

 

In accordance with Section 3.3-102 of the Contract Policy Manual, approval by the Board of Supervisors is required for all sole source service contracts that exceed a two year consecutive term, regardless of the dollar amount.  OC Public Works is requesting authorization to issue Contract MA-080-13010838 with HydroLynx Systems, Inc. for support of the ALERT system, commencing on January 15, 2013 through January 14, 2018 in an amount not to exceed $123,500.

 

Compliance with CEQA: The subject activity Categorically Exempt from the requirements of  CEQA pursuant to Section 15301 of the CEQA Guidelines since it involves repairs and maintenance of existing facilities.
