RECOMMENDED ACTION(S):

 

Authorize the County Purchasing Agent or his authorized Deputy to execute Agreement MA-060-11011162 with Peter Thomas Higgins, dba Higgins & Associates International, for consultant services to assist in the project to replace the Automated Fingerprint Identification System (AFIS), for a three-year period (1/11/11 through 1/10/14), in an amount not to exceed $751,780 for the three-year period.

 

 

 

 

SUMMARY:

 

The Sheriff-Coroner requests approval of a three-year consultant services agreement with Peter Thomas Higgins, dba Higgins & Associates International, for development of a scope of work to replace the Automated Fingerprint Identification System (AFIS), in an amount not to exceed $751,780 for the three-year period.

 

 

 

BACKGROUND INFORMATION:

 

The Orange County Remote Access Network (RAN) Board is the legal governing body for the Automated Fingerprint Identification System (AFIS) in Orange County.  Penal Code Section 11112.4 provides for the establishment of a RAN Board in each County, made up of the Sheriff, the District Attorney, a member of the Board of Supervisors, two city police chiefs, a city mayor, and an at-large member.  The RAN Board facilitates, throughout the County, the placement, purchase, acceptance, delivery, maintenance and use of equipment for the Cal-ID statewide automated fingerprint identification system.  The RAN Board receives funding for Cal-ID equipment and maintenance from the State, which is deposited in a special fund in the County Treasury. 

 

The RAN Board approved the procurement of the existing AFIS in 1999.  AFIS is a computerized network that stores finger and palm images in an archive database and has a local searchable fingerprint database.  AFIS, which is managed, maintained, and operated by the Sheriff's Cal-ID Bureau located within the OC Crime Lab facility, provides access to other databases, such as the California Department of Justice (DOJ) statewide searchable finger and palm print databases.  The system consists of an extensive network of hardware and software components that is maintained and operated on a 24/7 basis. The Cal-ID Bureau is responsible for the processing and registry of fingerprints and the administration of the regional County fingerprint database.

 

AFIS performs two main functions for law enforcement. First, it verifies the identities of arrested individuals, whose finger and palm print images are collected at the time of booking (Livescan). These images are then entered into the local AFIS database and searched against all of the images in the database. If the person has been arrested before, the database provides an identity. If the person’s prints are not in the database, the system creates a new criminal image fingerprint record so that identification can be made at any future arrest. The second function of AFIS is to identify suspects and provide leads for investigators. Latent prints collected at crime scenes are entered into the AFIS database. If the system suggests a subject for comparison, the latent print examiner performs the comparison to confirm the identification. Latent prints can be searched locally, statewide, regionally, and nationally. If the system does not identify a suspect, the prints are searched at regular intervals until identification is obtained or the case is otherwise resolved.  

 

Although the components of the AFIS have remained essentially unchanged since the original installation in 1999, demands on the system have grown considerably and the entire system is growing obsolete. AFIS replacement parts are becoming difficult to obtain from the manufacturer.  If a critical component should break down and no replacement is available, the system could become non-functional.  In addition, the technological demands on the system from the County’s AFIS customers exceed the capacity of the current system to meet these demands, especially in regard to new uses for the system such as multiple and interoperable biometric technologies.   For these reasons the RAN Board has determined that development and implementation of a new AFIS is a necessity.

 

Sheriff's Purchasing Bureau, on behalf of the RAN Board, issued a Request for Proposal (RFP) for consultant services to assist in the complete replacement of the County’s existing AFIS, and to continue as project manager through completion of the project. The new AFIS is part of the RAN Board and County’s vision for a Biometric Identity Management System.  Biometric identity technology is defined as the recognition of individuals using biological and behavioral traits.  The proposed Biometric Identity Management System is an automated identification system that can implement multiple biometric modalities and integrate with new technology, and that is capable of interoperability with other systems statewide, nationwide, and internationally.

 

Sheriff's Purchasing Bureau received five proposals in response to the RFP.  An evaluation committee representing the Sheriff's Department Cal-ID Bureau and its user agencies rated all proposals based on several criteria, including understanding the proposal, experience and qualifications of the firm, ability to meet the scope of work requirements and timelines, and total cost.  The RAN Board approved the evaluation committee's recommendation to select the proposal submitted by Peter Thomas Higgins dba Higgins & Associates, International, the bidder receiving the highest score from the committee. 

 

The proposed three-year agreement, in the amount of $751,780 for the three-year period, includes three milestone payments tied to certain tasks to be completed in three phases by the contractor's team of approximately five staff members.  The first milestone payment, in the amount of $263,580, is expected to be paid in the first year upon successful completion of the following two major pre-acquisition tasks: 1) analysis and reporting of the capabilities and configuration of the current AFIS system, and 2)  development of the technical system requirements and scope of work for a new AFIS system that fully realizes the legacy requirements and future improvements plan for the County's current system.  The second milestone payment, in the amount of $146,804, is expected to be paid upon successful completion of the new system procurement process.  The third milestone payment, in the amount of $341,396, will be paid in the final phase of the project upon successful completion of the implementation of the new AFIS system.  The final phase will be accomplished through a comprehensive new system design review, successful file conversion, and rigorous acceptance testing.

 

The agreement is on file in the office of the Clerk of the Board.

 

FINANCIAL IMPACT:

 

This contract will be completely funded by revenue received by the RAN Board, for Cal-ID system equipment and maintenance, from a $1 fee on all vehicle registrations in the County.  The $1 fee is collected by the Department of Motor Vehicles statewide and disbursed to counties by the State Controller.  The contract is included in the FY 2010-11 budget for Budget Control 14E.
