RECOMMENDED ACTION(S):

Approve the following recommended appointments to the Orange County HIV Planning Council for the term ending December 31, 2013: John Paquette (Orange); Jennifer Vivar (Santa Ana).

Approve the following recommended reappointments to the Orange County HIV Planning Council for the term ending December 31, 2013: Renee Austin (Huntington Beach); Clayton Chau (Santa Ana); Mitch Cherness (Santa Ana); Donna Fleming (Santa Ana); Kelly Gomez (Fullerton); Christopher Ried (Santa Ana); and Jeremiah Tilles (Irvine).

SUMMARY:

The Health Care Agency requests approval of the appointment of two new applicants and the reappointment of seven members to the Orange County HIV Planning Council.

BACKGROUND INFORMATION:

The Orange County HIV Planning Council (Council) is composed of up to 35 members appointed by the Board of Supervisors. The Council serves as the HIV Health Services Planning Council as required by the Ryan White HIV/AIDS Treatment Extension Act of 2009 (Ryan White Act). The Council has several mandated functions including setting service category priorities and funding allocations for Ryan White Act funds. In addition, the Council develops recommendations regarding Housing Opportunities for Persons Living with AIDS (HOPWA) funds that are contracted to the County by the City of Santa Ana.

The Ryan White Act includes specific requirements to assure that the Council has broad representation and that at least one-third of the Council is composed of unaligned (non-conflicted) consumers of HIV services. Membership requirements and the application process are defined in the Council bylaws approved by your Honorable Board on May 6, 2008, and in the Membership Committee's policies and procedures. With approval of your Board the Council still has the capacity to fill 15 additional seats. The Council maintains year-round open recruitment for qualified candidates.

The Health Care Agency has complied with procedures, as directed by the Board, in nominating appointments for Boards, Commissions, and Committees.

The Health Care Agency requests that your Board approve the recommendations of the Council as referenced in the recommended actions. The reason for each recommendation is provided.

Appointments:

John Paquette has served on the Council as an affiliate member since 2010. He is actively involved in the HIV Client Advocacy Committee. John fulfills the mandated membership category of Unaligned Consumer.

Jennifer Vivar has served on the Council as an affiliate and is also a member of the Executive Committee since 2010. She now serves as Co-Chair of the HIV Client Advocacy Committee. Jennifer fulfills the mandated membership category of Unaligned Consumer.

Reappointments:

Renee Austin has been an active member of the Council since 2008. She served as Chair of the Planning Council and Priority, Setting, Allocations, and Planning (PSAP) Committee. Renee fulfills the mandated membership category of Unaligned Consumer.

Clayton Chau, M.D., Ph.D. is the Associate Medical Director of Behavioral Health within the Orange County Health Care Agency. He has been a member of the Council since 2002 and is actively involved in the Prevention Planning Committee. Clayton fulfills the mandated membership category of Mental Health and Substance Abuse Provider.

Mitch Cherness is the Health Care Agency Administrative Manager for Alcohol and Drug Abuse Services (ADAS) Administration. He has been an active member of the Council since 1998. He has served on all of the committees and is currently serving on the Membership and PSAP Committees. Mitch fulfills the membership category of Other Federal HIV Program (may include HIV Prevention Program or HOPWA).

Donna Fleming, MSW, DPA, is the Chief of Public Health Operations for the Orange County Health Care Agency. She has been an active member of the Council since 2005 and is actively involved in the Executive Committee. Donna fulfills the mandated membership category of Local Public Health Agencies-Orange County.

Kelly Gomez has been an active member of the Council since 2004. She has served on all of the committees and has served as Vice-Chair of the Council. She is also actively involved in the HIV Client Advocacy Committee and Membership Committee. Kelly fulfills the mandated membership category of Unaligned Consumer.

Christopher Ried, M.D., is the Medical Director of the HIV/STD Program for the Orange County Health Care Agency. He has been an active member of the Council since 2003 and has dedicated his career to serve individuals infected with HIV/AIDS. Christopher fulfills the mandated membership category of Healthcare Provider (including Federally Qualified Health Centers).

Jeremiah G. Tilles, M.D., is the Director of the AIDS Education and Training Center and Associate Dean of Medicine at the University of California, Irvine. He has been an active member of the Council since 2001. Jeremiah fulfills the mandated membership category of Hospital Planning Agency or Healthcare Planning Agency.

The Health Care Agency requests your Board approve the two appointments and seven reappointments to the Orange County HIV Planning Council, as referenced in the Recommended Actions.
