RECOMMENDED ACTION(S):

SUMMARY:
The Health Care Agency requests approval of Standard Agreement with the California Department of Public Health for the Pediatric Immunization Project.
BACKGROUND INFORMATION:
Since 1975, the Health Care Agency (HCA) has received funding through the California Department of Public Health for the Pediatric Immunization Project. HCA recently received Standard Agreement No. 11-10601 with the California Department of Public Health for the Pediatric Immunization Project, in the amount of $1,367,162, for the period of July 1, 2011 through June 30, 2013. Historically, this has been a year agreement, however, the State has elected to make the agreement a two-year contract for equal amounts each year. This amount reflects a decrease in annual funding of $17,528 from the previous fiscal year 2010-11, which will be absorbed with minimal program impact.
The project enables HCA staff to work with County and community providers to promote immunizations that reduce the incidence of preventable diseases, such as measles, pertussis, and influenza. Specific strategies under this agreement include:

Program planning and management of partnerships and collaborations. |

- |
Vaccine ordering, distribution and accountability at the provider level. |
|
- |
Increasing and enhancing provider participation in the registry. |
|
- |
Provider quality assurance through site visits, education and technical assistance. |
|
- |
Perinatal Hepatitis B prevention case management to encourage completion of vaccine series in exposed newborns. |
|
- |
Working with providers and organizations to increase adult/adolescent/child immunization rates. |
|
- |
Development and dissemination of consumer information through education, information, training and partnerships. |
During the 2010-2011 fiscal year, outcomes achieved include:

The coordination and distribution of over 44,770 doses of seasonal influenza vaccine in the community |
|
- |
Evaluation of over 8,600 preschool and kindergarten children for their status of vaccine completion according to recommended schedules |
|
- |
Case management of 350 at-risk newborns to ensure timely completion of the Hepatitis B vaccine series |
|
- |
Technical support to schools, provision of vaccine and coordination of vaccination clinics that assisted approximately 200,000 middle and high school students receive mandatory Tdap vaccinations at the start of the 2011-12 school year. |
In this agreement, the indemnification provision differs from the County standard. The State requires the County to indemnify them in order to receive funding. CEO/Risk Management reviewed the State’s sole indemnification clause and found the risk to be acceptable to obtain funding.
This Standard Agreement contains the Contractor’s Release Form, which is submitted with the final invoice to the State after the contract term end. The form releases the State from further contract obligations and liability once final payment is received. Prior to submission, all contract-related services and accounting will be finalized by agency staff. Delegation of authority for the Health Care Agency Director, or designee, to execute the Contractor's Release Form is requested.
The Health Care Agency requests that your Honorable Board approve the Standard Agreement with the California Department of Public Health for the Pediatric Immunization Project, as referenced in the Recommended Actions.
FINANCIAL IMPACT:
This Standard Agreement is included in the Health Care Agency's FY 2011-12 Current Budget and will be included in the budgeting process for FY 2012-13.
