COUNTY OF ORANGE, WHICH WAS CONSIDERED BY THE BOARD IN CLOSED SESSION ON MARCH 10, AGENDA ITEM SCS-5, THE PLAINTIFF ACCEPTED THE BOARD'S $2.75 MILLION OFFER TO SETTLE, AND AGREED TO RESIGN UPON RECEIPT OF PAYMENT.THE BOARD HAD ON MARCH 10, 2026, APPROVED THE PROPOSED SETTLEMENT ON A VOTE OF 3-2, WITH VICE CHAIR FOLEY, SUPERVISOR SARMIENTO, AND SUPERVISOR WAGNER VOTING YES, AND CHAIRMAN CHAFFEE AND SUPERVISOR NGUYEN VOTING NO.

PUBLIC COMMENTS:

 

Steve Rocco - Oral Re: Discussed the complexities of slavery and its legal status within the U.S. Constitution and legacy of slavery continues to affect societal structures today; expressed concern about the current treatment of white individuals, claiming they are becoming second-class citizens, and asserts that there is a push for more aggressive deportation policies against undocumented individuals

 

Felipe Lopez II - Oral Re: Expressed his gratitude for the Board's work and his love for Orange County, where he has lived for 36 years; highlighted his recent role as an overnight safety support associate at the Path Navigation Center and his commitment to understanding homelessness to help the community better; praised the Sheriff's Department, acknowledging the challenges they face, and specifically thanked Mr. Sarmiento for his involvement and positive contributions;applauded the efforts of all Board members, recognizing their hard work behind the scenes and their dedication to improving the county and thanked county staff

 

Karla Alvarado - Oral Re: Addressed issues facing residents of Coach Royal Mobile Home Park, owned by an out-of-state corporation, Kingsley Management and emphasized the ongoing crisis affecting mobile homeowners, marked by wrongful evictions and violations of their rights without proper legal basis; highlighted that homeowners are being treated as tenants, undermining their ownership rights and leading to severe consequences, including the loss of homes and financial stability; pointed out the failure of the Department of Housing and Community Development to enforce existing protections for mobile home residents, which has allowed corporations to exploit vulnerable families, including the elderly and children; called on the Board to take action to ensure enforcement of the laws designed to protect homeowners and to hold these corporations accountable and urged the Board to use their authority to prevent further injustices and protect the community

 

Greg Arrowsmith - Oral Re: Addressed concerns regarding the California Brown Act of 1953; communicated with the U.S. Department of Justice and sent a letter to Leon Page on March 11, 2026, asserting that the Orange County Board of Supervisors violated the Brown Act and their First Amendment rights to free speech; noted Supervisor Doug Chaffee interrupted his presentation, prompting a response from Leon Page, who dismissed his claims as lacking merit; referenced the Brown Act's provisions, particularly section 11125.7 D, and the Bagley-Keene Open Meeting Act of 1967; stated that these laws apply not only to state entities but can also inform local government practices; emphasized that Board meetings should prioritize citizen engagement rather than inconvenience public servants, comparing some officials to "spoiled teenagers" lacking respect for their responsibilities; and concluded with a hopeful outlook for improved governance in the interest of taxpayers

Supervisor Nguyen - Oral Re: Shared heartfelt efforts bythe community to support a father, Bill Kerwin who was a respected administrator in the Huntington Beach Union High School District and a devoted 20-year Army veteran who coached multiple youth sports, who was diagnosed with Stage 4 cancer in Huntington Beach; several organized a graduation ceremony for his daughter, Abby, which was one of Bill's wishes as he had been taken off all treatments; emphasized the importance of community, noting that they rallied together with 16 parents and various local organizations, including the school district, city officials, and law enforcement, to make the graduation happen; thanked Pam from OC Parks who helped them find a suitable venue close to the family’s home; held a Community Health Care Expo over the weekend that offered a wide range of services including medical, dental, vision, and legal aid, with significant assistance provided for Medi-Cal and CalFresh applications and expressed gratitude tovarious county agencies, nonprofits, and volunteers for their involvement; invited everyone to attend the Pet Adoption Expo on April 25, 2026 from 1pm - 4pm at Central Park West, Huntington Beach

 

Vice Chair Foley - Oral re: Provided a legislative update regarding SB 758 and SB 936; provided an Orange County Housing Finance Trust update and shared recent achievements; invited everyone to attend Town Hall 'Senior Supports' at the Rancho Mission Viejo Guest House Facility in Rancho Mission Viejo on March 26, 2pm, 'Dana Point Harbor Revitalization' Town Hall at Coffee Importers in Dana Point on March 30, 6pm, and 'E-Bike Safety' Townhall at Ladera Ranch Middle School on April 6, 2026 from 3PM - 5PM

 

Supervisor Sarmiento - Oral re: Congratulated the Mater Dei Monarchs, celebrating their remarkable achievements in soccer; boys' team secured a victory in the inaugural CIF state soccer championships with a 2-1 win over Alvarez High School, while the girls' team followed suit by capturing the Division 1 title with a 2-0 win against Bishop O'Dowd; acknowledged the leadership of boys' soccer coach Sean Gainey and girls' soccer coach Maddie West, whose dedication contributed to the teams' historic accomplishments; special recognition was given to Isaiah Covarrubias, a standout player and the son of Superior Court Judge Elizabeth Macias and Cesar Covarrubias, director of the Kennedy Commission; and expressed optimism for the teams' future, hoping they will compete nationally and bring further pride to the community
